- Description: The National Highway Traffic Safety Administration (NHTSA) is an agency of the U.S. Department of Transportation (DOT). NHTSA’s mission is to save lives, prevent injuries and reduce traffic-related health care and other economic costs. The agency develops, promotes, implements, and supports effective educational, engineering and enforcement programs with the goal of ending preventable tragedies and reducing economic costs associated with vehicle use and highway travel. Bicycling and walking are healthy and environmentally friendly modes of transportation and help to complete a safe, efficient, and reliable transportation network. Recent increases in bicycling and walking often means an increase in exposure to the potential risk of collision with motor vehicles, underscoring the need to have in place effective bicyclist and pedestrian safety programs to prevent motor vehicle crashes with pedestrians and bicyclists. NHTSA’s programmatic efforts to address bicyclist and pedestrian fatalities have been strategic based on on-going collaborative efforts with all DOT modal administrations. Recent efforts have focused on assisting cities and States to implement effective strategies to create safer, better connected bicycling and walking networks, and to adopt proven engineering countermeasures and evidence-based behavioral safety education and law enforcement approaches to enhance safety for all road users. These efforts, continue to support the comprehensive approach to enhancing bicycle and pedestrian safety through a combination of engineering, education and enforcement strategies. To be effective with pedestrian and bicycle safety enforcement efforts, law enforcement officers must have a knowledge base to build skill and judgement. With knowledge through training, officers are better able to enforce laws and cite pedestrian, bicyclist and motorist behaviors most responsible for crashes, serious injuries and fatalities. End products are the revision and update of two separate on-line training courses for law enforcement: one on bicycle safety, the other on pedestrian safety, not to exceed two hours each. Both products must meet the certification requirements of the International Association of Directors of Law Enforcement Standards of Training (IADLEST), be designed as standalone on-line pieces, be interactive, and include interim assessments including explanations reinforcing correct information, and a final assessment. The final assessment must provide automatic grading, and a certificate of completion. The overall objectives of this contract are to: update and enhance NHTSA web-based law enforcement training courses: one on bicycle safety, and one on pedestrian safety for use at police academies and/or continuing education credit by law enforcement personnel. Training courses shall be revamped from their current interface on CD-ROMs, to an on-line web-based platform only, using state of the art technology and innovative techniques proven to engage audiences and agreed to be effective with law enforcement. NHTSA seeks a Contractor to establish a team to plan, review, update, and enhance two existing NHTSA training courses for law enforcement officers: Enhancing Bicycle Safety: A Law Enforcement’s Role and Pedestrian Safety Training for Law Enforcement. Both products should be stand-alone on-line only trainings using state of the art technology This acquisition is being offered for small business set aside. The NAICS Code for the anticipated contract is 611430. Contractors must be registered in the Systems for Award Management Database located at https://www.sams.gov, and must complete electronic representations and certification on the ORCA database located at https://orca.bpn.gov to be considered for contract award. It is the Government’s intent to award a Cost Plus Fixed Fee (CPFF) type contract resulting from the solicitation, with or without discussions, to the responsible offeror whose proposal, conforming to the solicitation, is most advantageous to the Government based on the evaluation factors contained in the solicitation. It is the Offeror’s responsibility to monitor the FedBizOpps Internet site for the release of the solicitation and amendments (if any). Potential Offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Requests for paper copies of the RFP will not be accepted. The estimated date for release of the solicitation is on or about March 21, 2017. Period of Performance: Base period of thirty months (30) months. Contract Award: The anticipated award date for the resultant contract is expected to be on or about July 5, 2017.
