Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, MICC Fort Bliss intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. MICC Fort Bliss is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. This is a combined synopsis/solicitation prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Please refer to attachments for a copy of the combined synopsis/solicitation. Be advice that funds are not presently available for this requirement, this requirement is subject to the availability of funds, FAR Clause 52.232-18 Availability of Funds is included. Option to Extend Services will be included in the price evaluation as follow: As part of price evaluation, the Government will evaluate its option to extend services (see FAR clause 52.217-8) by adding six (6) months of the offeror's final option period price to the offeror's total price. Offerors are required only to price the base and option periods. Offerors shall not submit a price for the potential six month extension of services period. The Government may choose to exercise the Extension of Services at the end of any performance period (base or option periods), utilizing the rates of that performance period. Provide manufacturer's specification sheet for all products proposed, include a picture and dimensions. Bids will not be considered if product manufacturer's specifications, a picture, and dimensions are not provided. The Government will only consider bids with information provided and attached documentation. The Government will not make an attempt to locate additional information about the products being proposed. Offerors must be registered in the System for Award Management (SAM) database before an award can be made. See attached document titled "Combined Synopsis & Solicitation" for additional clauses and provisions applicable to this buy. White Sands Missile Range (WSMR) New Mexico is a remote location. As such, contractors may submit a Fuel Purchase Agreement (FPA) request through the Defense Logistics Agency (DLA) Energy Division if they choose to get access to the local fuel point at on base. The FPA shall comply with DoD 4140.25M, DESC P-6 and DESC I-3, and terms and conditions of the FPA. The contractor will be charged standard price for all fuel purchases made on base in accordance with the DoD Financial Management Regulation, Volume 11B, Chapter 15, paragraph 150302 which states that "Non-DoD customers providing direct support to DoD related mission requirements shall be charged the standard price. It is the contractor's responsibility to coordinate the FPA with the contracting office and DLA.
