Amendment 0001 to RFI W909MY-16-R-C017 REQUEST FOR INFORMATION: THIS IS NOT A SOLICITATION: No award will be made as a result of this request. This Request for Information (RFI) is for informational purposes only; this is not an Invitation for Bids (IFB), a Request for Proposal (RFP), or Request for Quotation (RFQ). No solicitation document exists and a formal solicitation may or may not be issued by the Government as a result of the responses to this RFI. The Government will not be liable for payment of any response preparation expenses and is in no way obligated by the information received. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. The information provided may be used by the Army in developing a future acquisition strategy, Performance Work Statement, Statement of Objectives and/or Performance Based Specification(s). Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. NOTE: The use of RFI Number W909MY-16-R-C017 is for tracking purposes only. Background and Description: The Army Contracting Command - Aberdeen Proving Ground - Belvoir (ACC-APG-Belvoir) is conducting market research on behalf of PEO Integrated Electronic Weapon Systems (PEO IEWS) / Program Manager Electro-Optic Infrared Payloads- Force Protection (PdM EOIR Payloads- Force Protection) in accordance with Federal Acquisition Regulation (FAR) Part 10. PdM EOIR is looking for potential supplier's comments on the procurement specification for the Non-Developmental Item (NDI), or near NDI ground-based Electro-Optic/Infrared/Short-Wave Infrared/Laser Range Finder/Laser Pointer (EO/IR/SWIR/LRF/LP) surveillance system for detection and tracking of targets of interest such as walking humans, small vehicles, and large vehicles. The Ground-Based Operational Surveillance System (Expeditionary) (G-BOSS(E)) is a program of record begun in Fiscal Year 2016 (FY16) as part of the development and acquisition portfolio of the PdM EOIR Payloads - Force Protection, which is a subordinate office of the Project Manager Terrestrial Sensors within the Program Executive Office, Intelligence, Electronic Warfare and Sensors (PEO IEW&S). The G-BOSS(E) is an expeditionary, ground-based, self-contained, multi-spectral sensor-oriented, persistent surveillance system used to observe, collect, detect, classify, identify, track, record, and report on contacts, objects of interest, and assessed threats twenty-four hours a day using a display of fused video and sensor data. The G-BOSS(E) is used for mid to long range persistent surveillance. This system will be of a size and weight that allows mobility, transportability, scalability, and modularity consistent with deployment and employment using common U.S. air, land and sea transport assets. The G-BOSS(E) will be capable of independent employment or as part of a network base security and defense system. The current procurement specification for the ground-based surveillance EO/IR/SWIR/LRF/LP sensors are defined in the document entitled "Electro-Optic/Infrared/Short-Wave Infrared/Laser Range Finder/Laser Pointer (EO/IR/SWIR/LRF/LP) Sensor Subsystem Specification (SbS)." The document is Distribution D restricted. The document is authorized for use by the U.S. Government Agencies and their U.S. contractors only. The document contains technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec 2751, et seq.) or the Export Administration Act of 1979 (Title 50, U.S.C., App. 2401 et seq.), as amended. Violations of these export laws are subject to severe criminal penalties. This document will be disseminated in accordance with provisions of DoD Directive 5230.25. Companies or organizations should request a copy of the procurement specification by providing their Point of Contact information listed below to william.j.newmeyer.civ@mail.mil and must clearly state if and how they meet the conditions under which they can receive the documents referenced above. In addition, companies requesting the above information must register for an account with an internet accessible portal known as the Corporate Management System Online (CMS II). Registrants will access the CMS II website (https://www.mycmsportal.com) and follow instructions to complete registration. The procurement specification document is currently available for viewing in the CMS II under the W909MY-16-R-C017 folder so the registrants must specifically request access to only the W909MY-16-R-C017 folder. Access to the W909MY-16-R-C017 folder documents will only be granted upon verification that criteria dictated by Distribution D and export control restrictions are met by registered companies or organizations. The purpose of this market research is to get potential sources' feedback, comments and suggestions on how the procurement specification for the ground-based surveillance EO/IR/SWIR/LRF/LP sensor may be improved upon, made clearer or changed for the better. All capable sources are encouraged to submit feedback, comments and suggestions on the ground-based surveillance radar sensor procurement specification. RESPONDING TO THIS RFI : Interested and capable sources able to address the above request are invited to submit unclassified comments and changes with appropriate justification for the comment or change in an Excel spreadsheet format listing the document paragraph, the comment or change and any justification for the comment or change. Note that RFI respondents shall designate a single point of contact for receipt of all information pursuant to this RFI. Any company proprietary information, performance capabilities and/or future modification plans should be clearly identified and MUST be marked accordingly and will be protected by the Government if so marked. Responses to the RFI will not be returned. Responses to the RFI may be used to develop Government documentation. All information marked as proprietary information will be safeguarded to prevent disclosures to non-government personnel and entities. Your interest in this response is appreciated. All interested companies or organizations are encouraged to respond to the RFI by providing information by 2PM EST on 17 February 2017. Respondents are requested to submit one electronic copy of the responses to the PdM EOIR Payloads POC, Bill Newmeyer, at william.j.newmeyer.civ@mail.mil, and one copy to the Contract Specialist, Zun Lin at zun.z.lin.civ@mail.mil.
