- NASA/GSFC has a requirement to acquire hardware and software upgrade updates for existing Rohde & Schwarz signal analyzers at the GOES ground stations. These upgrades are required to enable the existing units to perform modulation analysis on digital modulated carrier signals, which is necessary to support the GOES-16 satellite that was launched in November 2016. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, in conjunction with FAR Part 13.5 (Test Program for Certain Commercial Items) as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and written solicitation will not be issued. The solicitation number is NNG17614451Q. This solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-88. The solicitation has been prepared with the intent to award on a sole source basis to Rohde & Schwarz USA, Inc. 6821 Benjamin Franklin Drive Columbia, MD 21046. Rohde & Schwarz equipment is highly specialized and the hardware and software upgrades are unique and proprietary. All other offerors may submit a written quote via e-mail that will be reviewed by the Government. However, a determination by the Government not to compete this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. The North American Industry Classification System (NAICS) Code for this acquisition is 334515; Small Business Size: 750 Employees. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. The place of acceptance and FOB point is Destination. FOB Destination on offers are desired. Offers submitted on a basis other than FOB Destination will be rejected as nonresponsive. All contractual and technical questions must be in writing (e-mail or fax) to Ian Sherry, Ian.P.Sherry@nasa.gov no later than February 17, 2017, 11:00 am EST. Selection and award will be made to the lowest priced, technically acceptable offeror, with acceptable past performance. Technical acceptability will be determined by review of information submitted by the offeror which must provide a description in sufficient detail to show that the product offered meets the Government's requirement. Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit, price, and past performance. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition.
