- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 (Streamlined Procedures for Evaluation and Solicitation for Commercial Items), as supplemented with additional information included in this notice. This notice constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. The solicitation number for this requirement is ITC-RFQ-17-0012, and is issued as a Request for Quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-95 (effective January 19, 2017). It is the responsibility of the offeror to be familiar with the incorporated FAR provisions and clauses. The offeror is responsible for monitoring this site ( www.fbo.gov ), RFQ #ITC-RFQ-16-0007 for any amendments that may be issued to this RFQ This requirement is being solicited as a 100% Small Business Set-Aside and only quotes from qualified offerors will be accepted and evaluated. The associated North American Industrial Classification System (NAICS) code for this procurement is 423430 (Computer and Computer Peripheral Equipment and Software Merchant Wholesalers), with a small business size standard of 250 employees. The USITC anticipates award of a Firm Fixed Price Purchase Order as a result of this solicitation. Offeror must be registered in the System for Award Management database ( www.sam.gov ) prior to award. The quantity is for 2 Network Packet Recorders. The U. S. The awardee must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items; FAR 52.212-3, 52.212-4 -- Contract Terms and Conditions -- Commercial Items; Offeror Representations and Certifications - Commercial Items; and FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, Paragraph (a), and the following clauses in Paragraph (b) 52.203-6; 52.204-10; 52.209-6; 52.219-6, 52.219-8; 52.219-28; 52.222-3; 52.222-19; 52.222-21; 52.222-26; 52.222-35; 52.222-36; 52.222-40; 52.222-50; 52.223-18; 52.225-13; and 52.232-33. The offeror providing the Government the network packet recorder that best meets the majority of the requirements, provided in Table 1 may be considered the best value to the Government, within a realistic reasonable price. An award shall be made to the Offeror, in conforming to this Request for Quote, that provides an overall best value to the Government, technical factors, and price considered.
