- (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes referencing Solicitation Number AG-9JGP-S-17-0016. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-88, effective date May 16, 2016. (IV) This solicitation is being issued as a Total Small Business Set-Aside. The associated NAICS code is. 333111 - Farm Machinery and equipment Manufacturing. The small business size standard is 1,250 employees. (V) This combined solicitation/synopsis is for the purchase of one (1) Research Grade Grass Seed Combine Harvester, per the minimum specification. MINIMUM BID SPECIFICATIONS/JUSTIFICATION FOR RESEARCH PLOT COMBINE REQUESTED BY - USDA - Forest Service Base Combine - Almaco SPC-2O or equal DRIVE Hydrostatic traction drive, forward and reverse with hand and foot control - Minimum 74 hp Tier III air-cooled diesel engine Oil cooling fan Minimum 25 gallon fuel capacity - Electric clutch engagement - Power steering BASE COMBINE MUST BE EQUIPPED WITH THE FOLLOWING SAFETY FEATURES STANDARD: - Minimum 11.2" x 24" diameter front tires, at minimum 8 ply - Minimum 23- 10.5" x 14" rear tires, at minimum 6 ply - Front wheel track must match rear wheel track, so combine tires will run in the same track without knocking over the adjacent rows. - Hydraulic failsafe brakes. - Access to engine for daily maintenance must be from ground level - Minimum, one 2.625 lb. capacity fire extinguisher with mounting bracket - Grease Manifold(s) for side bearing(s) - One rear mounted SMV decal or sign with mounting bracket THRESHING CYLINDER - Minimum of 30" wide cylinder - Minimum of 15" diameter cylinder - Minimum of 8 metal raspbars - Threshing cylinder must be a variable speed design. Cylinder speed must be able to adjust from 0 to 1,200 r.p.m. without changing pulleys and independently from the rest of the combine. This feature allows the operator to shut down the threshing cylinder circuit separately from the rest of the combine, to check/ inspect/ maintain or clear jammed debris from area without posing safety hazards to the operators. - Cylinder must be totally enclosed to prevent contamination between plots OPERATORS PLATFORM - Two person operation with driver and - Second operator seat for bagging samples CONCAVE - Concave must be an underslung, self-cleaning, quick adjust style - Combine to provide a clean sample for accuracy. Combine must have grain delivery system that has a high accuracy of cleanout between plots and gentle to the seed. THE FOLLOWING SPECIFICATIONS ARE THE MINIMUM REQUIREMENTS OF THE SEPARATING AND SEED HANDLING SYSTEMS. SEPARATING SYSTEM - Variable speed winnowing blower - Conveyor under concave for rapid cleanout and positive seed movement - One set of upper and lower fixed hole Graepel sieves for Grasses. Straw walkers are not acceptable because of contamination from material hanging up in walkers and one less sieve for cleaning - Fixed curtains to prevent rebounding of seed - Air column cleaning system. Extremely clean seed samples are required to collect accurate harvest data on plot combine. SEED HANDLING - Fully pneumatic seed delivery with variable speed cyclone blower. This feature greatly increases the clean-out capabilities of the plot combine over the use of elevators or augers. This system also requires less maintenance because of fewer moving parts. Longevity is greatly increased. - System must include the ability to route seed to either the bagger or grain tank for bulk seed; switching is done from the cab to keep operator away from hazards and safe. - System must include air diverter to switch air blast to grain tank when operator is bagging sample. This is needed to prevent seed from being blown out of the bag during collection - Additional left rear platform added to frame for additional sample bag storage GRAIN TANK - Minimum useable 15-bushel grain tank with 100% cleanout - unload spout with control of operation from the operator's platform - Combine must have the ability to use the entire 15-bushel capacity of the grain tank - Grain tank equipped with access door for easy cleanout HEADER - Standard belt feed head with 60" to 68" cutter bar - 5 bat lightweight metal pick up reel - Hydraulically driven reel with speed control adjustable from driver's seat - Hydraulic reel height adjustment controlled from operators platform - Hydraulic lift with float for header controlled from operators platform - Adjustable row dividers - Adjustable gauge wheels to adjust cutter bar height - belt style in feeder housing for grasses that keeps seed from rolling down belt (such as a chevron or half circle style belt surface) - Safety jack stands for easy removal of header for serving if needed - Safety header cylinder lock-ups to support header while in the field or for maintenance * Special air jet option on the combine to allow for easy header cleanout between plots MISCELLANEOUS - Hinged safety guards - Heavy duty construction in a craftman like quality for longevity and reliability - Combine must have a life span of more than 8 years or 2,000 hours - Operational, parts, and technical manuals PARTS AVAILABILITY U.S. ORIGIN COMPONENTS TO ALLOW THE PURCHASE OF REPAIR PARTS FROM LOCAL VENDORS. - This feature will allow the user the ability to get service parts in their local area. - Must be able to find parts for combine from a minimum of three vendors excluding the factory. - Combine must use standard SAE components and specifications. - Combine will be furnished with a spare parts kit for operator to have access to while in the field. This will include fuses, electrical parts and ETC..... - Standard U.S. fractional bearings, belts, sprockets, and shafts. - With the availability of these parts locally this means the USDA will be able to get a more competitive price for the replacement parts from several vendors instead of just from one vendor. - Vendor must provide 24 hour service for repair parts for the plot combine. Must also be able to ship next day air to reduce down time during harvest season. DELIVERY AND TRAINING - Final price must include delivery of plot combine with above specifications to USDA- Forest Service, Eldorado National Forest, Placerville Nursery, with in-field orientation provided to nursery technicians prior July 1, 2017 Orientation must be performed by factory-trained technician. (VI) At a minimum, the Plot Combine shall conform to specifications. (VII) The Plot Combine shall be delivered to the Placerville Nursery, 2375 Fruitridge Rd, Camino Ca 95709 within 90 days after receipt of award. Field orientation must be provided to technicians prior to July 1, 2017. Orientation must be performed by factory-trained technician. (VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (Jan 2017), applies to this acquisition. (IX) FAR 52.212-2, Evaluation-Commercial Items, applies to this acquisition. Award will be made using Simplified Acquisition Procedures, therefore the evaluation procedures at FAR 13.106-2 will be used. A firm fixed price award will be made to the responsible offeror submitting a quote that provides the best value to the Government. In determining best value, the following factors will be considered: (1) technical specifications (2) reliability and (3) price. (X) The Government will award a purchase order resulting from this solicitation to the offeror who submits the product which provides the best value to the Government. (XI) Offerors must complete their Representations and Certifications online at http://SAM.gov or submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (Jan 2017), with their quote. (XII) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (Jan 2017), applies to this acquisition. (XIII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (Jan 2017) applies to this acquisition. "Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions, Commercial Items included in commercial item contracts.
