- Description: The U.S. Army Office of the Project Manager for Maneuver Ammunition Systems, Picatinny Arsenal, NJ is currently seeking sources for the production of Cal.50 M1 High Pressure Test (HPT) Cartridges, DODIC A575. This cartridge is used in the production of.50 caliber machine guns (M2 Fixed, M2 Flex, M2A1) as well as for the production of.50 caliber bolts, barrels and barrel extensions. M1 HPT is a test cartridge with no field uses or field requirements. Due to special testing configurations at some vendors, the chamber pressure requirement of this cartridge must be consistent when fired in the orientation of their test fixture or when fired as part of the.50 caliber machine gun system. A cartridge may be fired either horizontally or vertically straight down for the pressure test of each barrel manufactured. If fired vertically straight down and there is an ullage gap in the cartridge, the propellant will be oriented towards the bullet with the ullage gap between the primer and the propellant. If fired horizontally in a test barrel, the cartridge may be rolled to orient the propellant towards the primer resulting in a higher pressure than if no propellant orientation is made. In addition, that barrel is tested a second time as part of the.50 caliber system. The slamming of a cartridge into the chamber of the barrel means the propellant may shift in any orientation to fill and move the ullage. The Government seeks a HPT Cartridge that is not affected by either of these test conditions. A likely solution is one with little or no ullage space present in the cartridge; although, any other working solutions would be considered. A commercial off-the-shelf item is strongly preferred. Specifications: Cal.50 High Pressure Test Cartridges, DODIC A575, is purchased to Technical Data Package military specification MIL-DTL-60162A w/Amd 3 dtd 23 Nov 2015, and U.S. Revision M, top level drawing 5544097 dated 09 November 2015 Distribution D, approved for release to Department of Defense (DoD) and U.S. DoD contractors. To obtain these documents, a DD 2345 Military Critical Technical Data Agreement is required to the point of contact below. The Handling/Destroying of Unclassified/Limited Distribution documents shall be handled using the same standard as "For Official Use Only (FOUO)" material, and shall be destroyed by any method that will prevent disclosure of contents or reconstruction of the document. Alternate designs may be submitted for consideration by the Government as long as the HPT cartridges meet the pressure requirements as stated in MIL-DTL 60162A w/Amd 3 Item 3.6, "Chamber pressure". Average pressure, standard deviations, and maximum pressure requirements must be consistent when fired in test fixtures as described above. Planned Acquisition: The anticipated requirement is for the manufacture and delivery of up to 400K each Cal.50 High Pressure Test Cartridges under a Firm Fixed Price contract. This one time buy is planned for FY18. Submission Information: All responsible interested sources are encouraged to submit their capability/qualification data with regard to the above, no later than 30 days from the date of this notice to: U.S. Army Contracting Center, Attn: Kevin Gilmore, Rock Island Arsenal, IL or at kevin.c.gilmore.civ@mail.mil. Please include company name, address, telephone number, and technical point of contact, and company size (please specify as either a Large Business Foreign-Owned Business, Small Business, Small Disadvantaged Business, 8(a) concern, Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business), brochures/literature/test data. Firms interested in the production of Cal.50 High Pressure Test Cartridges, DODIC A575, should adequately describe their experience in the manufacture of small caliber ammunition systems contracting. Interested sources shall also submit any backup data to support claims that their production process will conform to the above mentioned drawing requirements (a copy of the drawings may be requested from the Point of Contact listed above). Please list in your response any portion of MIL-DTL-60162A w/Amd 3 or in top level drawing 5544097 that cannot be met by your proposed solution. The respondent's capabilities must also demonstrate the ability to produce up to 100K each M1 HPT cartridges annually. In addition, the ability and past experience related to acting as a prime contractor to inspect, handle, package, and ship the necessary components shall be provided. Please also specify whether or not the item is a commercial off-the-shelf product. THIS IS NOT A SOLICITATION AND DOES NOT OBLIGATE THE GOVERNMENT TO ISSUE A SOLICITATION.
