- The United States Department of Agriculture (USDA)/Animal Plant Health Inspection Service (APHIS)/Veterinary Services, facility in Ft. Collins, CO intends to award a sole source, Purchase Order to North Carolina State University (NCSU), DUNS: 042092122, CAGE Code: 1E7H9, for Web access to their Dairy herd Improvement sites. The National Animal Health Monitoring System (NAHMS) has been working with two of Dairy Herd Improvement Association's four Dairy Records Processing Centers (DRPC) to get access to their herd level summary information. These 2 DRPCs represent 16,000 dairy herds (~35% of U.S. dairy operations) and 2.5 million dairy cows (~25% of U.S. dairy cows) from across the United States. NAHMS analyzes this data (over 200 variables per herd) to evaluate changes in the industry and to assess surveillance activities. NAHMS National dairy studies gather information on the industry every 5 to 7 years. To get more current and ongoing information about the dairy industry, NAHMS has the opportunity to continue receiving data from DRMS/NCSU to assist in dairy cattle health and monitoring. This procurement is being conducted in accordance with Federal Acquisition Regulation (FAR) 6.302-1The statutory authority is 41 U.S.C. 253( c )(1) The property or services needed are available from only one responsible qualified source at this time and no other type of property or services will satisfy these needs. The Dairy Herd Improvement Association (DHIA) is the only data capture source for dairy herd and productivity parameters in the U.S. Dairy Records Management Systems, North Carolina State University (DRMS/NCSU) captures dairy information from the farms primarily in the Atlantic and Southern US. This Notice of Intent is not a request for competitive proposals. No solicitation documents are available and telephone requests will not be honored. However, if a firm believes it can meet the requirements it must furnish information about its products and services to the Contract Specialist listed on this notice by 4:00pm. Mountain Time (MT) on or before the closing date of this notice. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. The North American Industry Classification System (NAICS) code for this acquisition is 519130 Internet Publishing and Broadcasting and Web Search Portals, and the Small business size standard is 1,000Employees. Responses received after the response date or without the required information will be deemed nonresponsive to the synopsis and will not be considered.
