- Draft Performance Work Statement [Soldier-Oriented Research Services] Market Research Follow-Up Survey [ARI Industry Day] Industry Day Market Research Questionnaire The ACC (APG) RTP Division is requesting additional information related to the acquisition strategy presented and discussed during the Industry Day on 7 February 2017. If your organization was not present at the Industry Day, you may still respond to this questionnaire based upon the attached draft Performance Work Statement. • The Government requests responses from all interested parties, to include organizations that were not present at the Industry Day. • The Government requires additional market research information in order to effectively determine the best strategy in which to accomplish the program and contract objectives while also maximizing competition, small participation and industry participation. • The Government intends to use information from this survey to assess current interest and collect feedback from industry in order to develop an effective acquisition strategy resulting in optimal contract performance. 1. What is the name and business size classification of your organization (small or large business and are you classified as any of the following): 8(a) HUBZone Service Disabled Veteran Owned Small Business (SDVOSB) Veteran Owned Small Business (VOSB) Women Owned Small Business (WOSB) 2. Does your organization intend to propose as a prime contractor, subcontractor, or both? 3. What part of the Government's draft technical and program objectives and draft contract strategy limits or encourages your organization's decisions to propose as a prime contractor or subcontractor? 4. The current Federal Acquisition Regulation (FAR) requires small business set-aside contractors to perform at least 51% of the work when contracts are set aside exclusively for small business. If your organization is a small business, do you affirm that your organization can perform 51% of the work required? If yes, please explain and provide any evidence of past work in the various technical areas listed in the draft Performance Work Statement (PWS). 5. 15 USC 657s (Limitations on Subcontracting) was published in the Federal Register on 31 May 2016 (Federal Register Volume 81, No. 104, 31 May 2016). This new Small Business Administration rule is currently being processed for publication in the Federal Acquisition Regulation. The rule allows multiple small businesses who are similarly situated entities to perform 51% of the work on a services contract. If this SBA rule is published in the Federal Acquisition Regulation prior to the final solicitation being issued, would this change your organization's decision to propose as a prime contractor or subcontractor? 6. Explain what portions of the Governments draft contract strategy and PWS led to your organization's decision to pursue either a prime contractor or subcontractor strategy. 7. Please provide information as to whether your organization's decision to prime or subcontract is based upon the Government draft strategy of a single award IDIQ (Indefinite Delivery Indefinite Quantity) contract as compared to a potential strategy of a multiple award IDIQ contract. 8. In which functional PWS areas does your organization have past performance? 9. Is there a functional or technical division/pool that the Government could logically group separately so that your organization could effectively propose as a prime contractor meeting the 51% performance requirement? 10. Please provide any relevant information regarding the proposed draft strategy or any other potential strategy that you believe to be relevant and appropriate for the Government's consideration in the selection of a final procurement strategy.
