- Draft PWS 1.0 DESCRIPTION THIS IS NOT A REQUEST FOR PROPOSAL/QUOTE. This synopsis is not to be construed as a commitment on the part of the Government to award a contract nor does the Government intend to directly pay for any information or responses submitted as a result of this solicitation. Contract efforts are subject to Federal Acquisition Regulation (FAR) 52.232-18 availability of funds. This is a Sources Sought Synopsis; there is no solicitation available at this time. This Sources Sought Synopsis is published for market research purposes only. Companies may be contacted if further information is needed. The purpose of this Sources Sought Synopsis is to inform the business communities that the United State Air Force Business Enterprise System Program Office, Wright Patterson AFB, Ohio intends to award a Directed 8 (a) contract for a period of three (3) years to commence on or about 25 June 2017. Contract types are expected to be Firm-Fixed Price or Cost Reimbursable. All costs associated with responding to this Sources Sought will be solely at the responding party's expense. Headquarters Air Force Materiel Command (HQ AFMC), Air Force Life Cycle Management Center, Business Systems Division (AFLCMC/HIB) at Wright Patterson Air Force Base is seeking information from contractors interested and qualified to provide support for an integrated set of tools and reliable shared information across the acquisition community. This will be achieved by providing Subject Matter Experts (SMEs) that shall provide analyses and studies in order to align tools and services with cohesive strategies that provide realizable and supportable roadmaps based on the acquisition and product support architectures. The program objectives for the Acquisition Domain Portfolio are to optimize the Acquisition Domain capability, realize cost savings, optimize resource footprint, and provide requirements analysis to assist every AF Program Manager to conduct their job more efficiently. The North American Industry Classification System (NAICS) code for this acquisition is 541519, Other Computer Related Services, size standard $27.5 million. All prospective contractors shall be registered in the System for Award Management (SAM) database to be awarded a Department of Defense (DoD) contract. Note that the NAICS code for this requirement, if applicable to the company's capabilities, should be included in the company's NAICS code listing in SAM (www.sam.gov). It is anticipated that appropriate security classifications for personnel and facilities will be required up to the Secret level in satisfying these performance requirements. Appropriate security requirements will be required at contract award. Companies may be contacted for further information as required to assess their capabilities. Please provide a point of contact and phone number. 2.0 BACKGROUND This is a non-personal services contract to provide support services for the Acquisition Domain Capabilities Integration (ADCI) effort. The Air Force (AF) Acquisition Domain is implementing a transformation plan to move the acquisition community toward an integrated business environment, supported by a well-managed portfolio of information technology systems. The Chief Information Officer (SAF/AQXS) for the Acquisition Domain Enterprise Portfolio is responsible for the strategic planning and execution of over 200 applications, tools, and services to support the Acquisition Domain's IT transformation. SAF/AQXS will implement a process of translating business vision and strategy into effective enterprise change by creating, communicating, and improving the key principles and models that describe the enterprise's future state to enable its evolution. 3.0 REQUESTED INFORMATION / RESPONSES/INSTRUCTIONS The AFLCMC/HIB is surveying the market to determine if any sources are qualified to perform any or all of the aforementioned requirements. The format for each capabilities package must address each bullet below with a corresponding response specific only to the information requested for that bullet. Capabilities package must describe the company and its recent and relevant experience supporting systems of similar scope including but not limited to the following:  Company name, address, CAGE Code and DUNS number.  Point of contact name, title, telephone number, and e-mail address.  Small Business Status/Categories as appropriate. Also, each company should indicate their business size: other than small business, small business, small disadvantaged business, 8(a), woman-owned, economically disadvantaged women-owned, service-disabled veteran-owned, and/or HUBZone in accordance with the stated NAICS code and size standard.  The North American Industry Classification System (NAICS) code assigned to this acquisition is 541519, "Other Computer Related Services", with a size standard of $27.5M. Firms responding should indicate their size in relation to this size standard.  Provide a reasonable expectation for small business utilization as a percent of total contract value. Please provide supporting rationale for the recommended percentage.  The company's capability/experience to execute the scope of task as mentioned in Section 2.0.  The company's capability to construct an integration schedule that maps out the inclusion or deconstruction of functionalities within the Acquisition Domain Portfolio to include identifying and defining requirements.  The company's capability to act as the Responsible Test Organization on behalf of the Government, providing SME support to conduct testing activities, develop product acceptance criteria, and document test procedures, activities, results, recommendations, and finding to the Government PMO.  The company's capability to identify and document risks, issues, and concerns-including risk workshops and risk mitigation strategies.  The company's capability to create and maintain all requisite security agreements and checklists.  The company's capability to manage organizational agreements with host environments (e.g. DISA, MilCloud, etc.).  What data do you require of the Government in order to assemble a proposal for this effort?  Describe any other relevant topics, concerns, and information that will help the Government in forming an acquisition strategy. This may include suggestions on contracting and pricing strategies. The capabilities package should be brief and concise, yet clearly demonstrate an ability to meet the stated requirements. Recent and relevant experience must be provided for each area. If a company is capable of some, but not all of the consolidated requirements stated in this Sources Sought Synopsis, please provide a response that explains the requirements for which the company is capable and how it would propose to fill the gaps. Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided. Responses are limited to ten (10) pages (Title Page/Cover sheet and Table of Contents do not count against the ten (10) page limit, but fold-outs do count against the ten (10) page limit), single-sided, page size of 8.5" X 11", 12-point font, 1" margins, using Microsoft Word. Information should demonstrate the experience necessary to successfully support the ADCI program. Past project references must relate to the experience described in this announcement.
