- DESCRIPTION: The U.S. Army Corps of Engineers (USACE) Louisville District intends to issue a Request for Proposal (RFP) W912QR-17-R-0024 for the Relocation of Entry Control Facility 26A at Wright Patterson AFB, OH. This project is for the relocation of Gate 26A at Wright Patterson AFB, OH. This Two-Phase, Design-Build (DB) Request for Proposal (RFP) will include a combined new gate house / truck inspection facility, canopy, and bulletproof guard kiosk that are compliant with UFC 4-022-01 and SDDCTEA Pamphlet 55-15. The DB RFP will include excavation, sub-base, pavement, curb, fencing reconfiguration, a new gate, passive force protection measures, traffic light(s), exterior lighting, emergency generator infrastructure, HVAC, water, sewer, communications, and power requirements. The RFP will also include the requirement to demolish the existing traffic check house at the existing Gate 26A (F/34000) and truck inspection facility at the existing Gate 16A (F/11465). The combined gate house / truck inspection facility includes two vehicle inspection bays, an office, a holding area, an interview room, restrooms and a Military Working Dog Room (MWD), as well as spaces for the mechanical, electrical, and communications equipment. The new Entry Control Facility (ECF) will be located adjacent to the air field near the intersection of Circle Road and US HWY 235 and will be used as a POV entrance and to preform Commercial Vehicle / Truck Inspections. The existing traffic from Facility 16A (Commercial Vehicle / Truck Inspections) and the Existing Facility 26A (POV Entrance) will use the new Entry Control Facility 26A after this project is complete. The project site contains a grass field with sparse grouping of trees to the north and east, buried construction debris, an environmental restoration areas (including but not limited to a former coal storage area), and is within a well head protection area and a retaining basin. In addition to meeting the requirements of UFC 4-022-01 and SDDCTEA Pamphlet 55-15, the new ECF will be designed with adequate queuing to reduce / eliminate truck backups onto US HWY 235. The project contains options such as: OPTION 1: Provide and Install UPS Equipment OPTION 2: Provide and Install CCTV Equipment The Contract Duration is 781 calendar days from Notice to Proceed. TYPE OF CONTRACT AND NAICS: This RFP will be for one (1) Firm-Fixed-Price (FFP) contract. The North American Industrial Classification System Code (NAICS) for this effort is 236220 - Construction of structures and facilities TYPE OF SET-ASIDE: This acquisition will be a Full and Open Competition. In accordance with Federal Acquisition Regulation 19.1307, this project requires the Price Evaluation Preference for HUBZone Small Business Concerns. SELECTION PROCESS: This is a Two-Phase procurement. The proposals will be evaluated using a Best Value Trade Off source selection process. The technical information contained in the Offeror's proposal will be reviewed, evaluated, and rated by the Government. The proposal for this procurement, at a minimum, will consist of the following: Phase I - Prime Contractor Past Performance and Technical Approach; Phase II - Design Technical, Management Plan, Small Business Participation Plan and Price. Pro Forma Information such as bonding and financial capability will also be required to meet the minimum requirements of the solicitation. All evaluation factors, other than price, when combined, are considered approximately equal to cost or price. DISCUSSIONS: The Government intends to award without discussions, but reserves the right to conduct discussion should it be deemed in the Government's best interest. CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $5,000,000 and $10,000,000, in accordance with FAR 36.204. The target ceiling for contract award is $8,300,000, based on funds made available for this project. The Government cannot guarantee that additional funds can be made available for award. Offerors are under no obligation to approach this ceiling. ANTICIPATED SOLICITATION RELEASE DATE: The Government anticipates releasing the solicitation on or about 01 March 2017. Details regarding the Optional Site Visit will be included in the Phase II solicitation. Actual dates and times will be identified in the Phase II solicitation. Additional details can be found in the solicitation when it is posted to http://www.fbo.gov. Amendments, if/when issued, will be posted to the above referenced website for electronic downloading. This will be the only method of distributing amendments prior to closing; therefore, it is the Offerors responsibility to check the website periodically for any amendments to the solicitation. REGISTRATIONS: Offerors shall have and shall maintain an active registration in the following database: System for Award Management (SAM): Offerors shall have and shall maintain an active registration in the SAM database at http://www.sam.gov to be eligible for a Government contract award. If the Offeror is a Joint Venture (JV), the JV entity shall have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror.
