Description
Brand Name Determination FAR 13.106-1(b)(1) This notice is issued by the United States Army Corp of Engineers (USACE), Portland District, as an avenue to provide a Request for Quote (RFQ) for W9127N-17-Q-0033. This is a brand name combined synopsis/solicitation for a commercial product prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This procurement is set-aside for small business. The NAICS code is 324110 - Petroleum Refineries, with a size standard of 1500 employees. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-95, effective 19 Jan 2017. This RFQ has one contract line item number for the purchase of Mobil Delvac 1300 Super, 15w-40 Extra High Performance Diesel Engine Oil; unit of issue: gallon; quantity: 1700; for delivery to the dredge ESSAYONS. Offerors shall include transportation in the pricing. The basis of award will be based on lowest price. The Government has a right to reject any and all offers. See FAR 52.212-2 - Evaluation-Commercial Items. To be considered, all potential Offerors shall provide proof of current certification through the United States Coast Guard for over the water transfer of oil products specific to the geographical area and/or state of delivery. Delivery will occur at one of two locations: Vigor Marine, Portland Oregon or Terminal-2, Portland, Oregon. The date of delivery will be between 1 March 2017 and 15 March 2017. Offerors are required to quote on all locations unless an amendment is issued identifying the specific Port for delivery prior to the close of this announcement. Proposals must be e-mailed to Kimberly.a.kovar@usace.army.mil no later than 11:00 a.m. Pacific Standard time on 28 February 2017. Award will be issued upon confirmation of delivery location of the dredge ESSAYONS and specific delivery date. The government reserves the right to cancel this solicitation. NOTE: The completed Offeror Representations and Certifications-Commercial Items (FAR 52.212-3), or a notation that the offeror is registered in SAM (https://www.sam.gov) must be submitted along with each quote.
