Description
INTRODUCTION: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single, Firm-Fixed-Price contract for the Install Combined Heat and Power for Albany project at the Albany, NY VA Medical Center (VAMC). This is a Design-Bid-Build project. PROJECT DESCRIPTION: The CHP Plant will include a nominal 1,000 kilowatt natural-gas fired generator, using a reciprocating engine. Planned facility upgrades also include installation of hydronic pumps, hot water supply pipe and return pipes for hot water distribution, natural gas piping, switchgear upgrades, site work, and the addition of an acoustical wall. The CHP will include heat exchangers, pad-mounted enclosure, dry cooler, urea tank and other equipment to support the CHP. The CHP will provide new, reliable, and efficient sources of electrical generation and hot water for the VAMC. In addition, operation of the CHP will reduce emission levels of carbon dioxide (CO2) greenhouse gases when compared to conventional means of power generation and distribution. ADMINISTRATIVE: The solicitation will be issued as an Request For Proposal (RFP) conducted in accordance with FAR Parts 15, 19, and 36 and be evaluated in accordance with the procedures therein. The solicitation will be advertised as a competitive Service Disabled Veteran Owned Small Business (SDVOSB) set aside. The applicable NAICS code is 237130 with a size standard of $36.5 million. The solicitation will be issued on or about March 1, 2017. The period of performance is approximately 365 calendar days from the issuance of the Notice to Proceed. This notice is not a request for competitive offers. The VAAR Magnitude of Construction is expected to be between $1,000,000.00 and $2,000,000.00.
