Description
PRE-SOLICITATION SYNOPSIS N40085-17-T-0523 CLEAN AND INSPECT POTABLE WATER RESERVOIRS, NAVAL STATION, NEWPORT, RHODE ISLAND. This is not a request for either a quote or proposal, or an invitation for bid. The intent of this pre-solicitation synopsis is to notify potential offerors of a single award firm fixed- price (FFP) Clean and Inspect Potable Water Reservoirs Services contract. The proposed contract will be a FFP contract for cleaning and inspecting potable water reservoirs at Naval Station, Newport, RI. The vendor shall provide all management, labor, transportation, materials, equipment including but not limited to clean and inspect three underground concrete potable water located at Naval Station Newport, RI. The services will be acquired utilizing procedures under Federal Acquisition Regulations (FAR) 12 - Acquisition of Commercial Items and FAR 13.3 “ Simplified Acquisition Methods. This procurement utilizes a 100% Small Business Set-Aside. The North American Industry Classification Standard (NAICS) for this procurement is 561790- Industry: Other Services to Buildings and Dwellings, with an annual size standard of $7.5 million. The contract term will be 45 calendar days. The resulting contract will be awarded to the responsible offeror whose proposal, conforming to the Request for Quote (RFQ), will be most advantageous to the Government based on price. When it becomes available, offerors can view and/or download the solicitation and any attachments at the Navy Electronic Commerce Online (NECO) website: https://www.neco.navy.mil of the Federal Business Opportunities website available at https://www.fbo.gov. Notification of any updates or amendments to the solicitation will be posted in the same manner. The solicitation will be made available on or about 27 February 2017. The estimated proposal due date will be on or about 27 March 2017. THIS SOLICITATION WILL BE AVAILABLE IN ELECTRONIC FORMAT ONLY. Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Notification of any changes (amendments) to the solicitation will be done via the internet. It will be the responsibility of the contractor to check the website daily for any and all amendments to the solicitation. All contractual questions must be submitted in writing via E-mail to heather.race@navy.mil. Telephone questions will not be accepted. The contractor is required to register with the System for Award Management (SAM). No contract award shall be made to any contractor that is not registered in SAM. Please visit the SAM website at www.sam.gov for information on how to register. NOTE: All prospective contractors are required to be registered in the System for Award Management (SAM) database. The NECO website has a submit bid button next to the solicitation number. DO NOT use the submit bid button on NECO to submit your quote
