Description
The U.S. Army Contracting Center-New Jersey, Emerging Technologies (ACC-NJ-ET) on behalf of Armament Research, Development, and Engineering Center's (ARDEC) Benet Laboratories, Watervliet Arsenal, NY, is conducting a sources sought to identify potential sources to provide services including manufacturers specializing in the supply, machining and fabrication of Incoloy 945X, or equivalent high strength material, in the form of pressure vessels. The sources will have the ability to cold work and heat treat material proposed with a length of 82 inches. The source must have history and experience with cold working and heat treating material proposed in the approximate form and conditions specified. The source shall determine if they can produce the tubes with the properties specified to the dimensional specification as follows: (1) Outer diameter of 6.437 (±0.020) inches; (2) Inner Diameter of 4.562 (±0.015) inches; and (3) Length: 82 (±0.125) inches long. The sources will be able to cold work tubular material, solution heat, and precipitation harden the material proposed to achieve the following transverse material properties: (1) Yield strength at 0.2% offset: minimum 190 KSI; (2) Reduction of Area: 15% minimum; and (3) Impact strength (Charpy V-Notch): 13 ft.-lbs. minimum. The source shall have the following Non Destructive Testing Inspection Ability and Imaging Capabilities: (1) Must have ability to inspect and record defects throughout the entire length of the finished bore by NDT methods; and (2) Must have ability to inspect and record finished tubing sizes internally and externally throughout the bore length by NDT methods. The source shall have the following Quality and Quality Assurance: (1) shall be ISO 9002:2000 compliant; and (2) shall agree to the terms of the ARDEC-Benet Non-Disclosure Agreement (NDA). This announcement constitutes an official Request for Information (RFI). Any information or brochures submitted will be used for planning purposes only and shall not be considered as a Request for Proposal or as an obligation on the part of the Government to purchase a technology. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract (see FAR 15.201(e)). No funds have been authorized, appropriated, or received for this effort. Responses: Interested organizations should submit a tailored capability statement for these requirements that clearly details the ability to perform the aspects of the notice described above. All proprietary information should be marked as such. Responses will be reviewed only by ARDEC personnel and will be held in a confidential manner. The capability statement shall include system specifics including documented past performance history of manufacturing and fabricating the proposed material as pressure vessels. Response should identify their current business structures: (a) Name of Company-including contact person's name, company address, telephone numbers (voice and Fax), email address; (b) Company size (i.e. Large, Foreign, Small, Small Disadvantaged, 8(a), Women-Owned Small Business, Historically Underutilized Business Zone Concern, Veteran-Owned Small Business, or Service Disable Small Business). Identify current products that are available commercially or can be modified to meet the requirements as described above. Submitted documentation will not be returned. Any and all information provided shall include a description of the proposed technology specifics including technology capabilities and relevant applications.
