- DESCRIPTION: The US Army Contracting Command-New Jersey (ACC-NJ) on behalf of the Project Manager Soldier Weapons (PM SW) is seeking sources for the manufacture of a M240 Adjustable Bipod (titanium). The M240 Adjustable Bipod is used on the L Infantry machine gun to provide a stable platform for firing the weapon from any surface or terrain. The adjustable bipod provides three adjustment positions over approximately 3 inches of range per leg, with the collapsed position equivalent to the length of the standard bipod. This version includes titanium parts that provides a weight savings of ½ lb over the current steel adjustable bipod design. SPECIFICATION: The M240 Adjustable Bipod must meet all requirements outlined in the U.S. Government TDP. The TDP is marked Distribution D (Authorized to the Department of Defense and DoD contractors only) and Distribution B (Authorized to U.S. Government Agencies only). Offerors must be registered with the U.S./Canada Joint Certification Office to obtain a copy of the TDP. (See www.dlis.dla.mil/jcp/ for instructions and information). Requests for the TDP shall be submitted in writing using AMSTA-AR Form 1350 Technical Data Request Questionnaire (attached) along with a signed DD 2345 Militarily Critical Technical Data Agreement form and a fully executed Non Disclosure and Non Use Agreement (attached). In order to provide the data to foreign subcontractors, offerors must apply for an export license. An offeror's delay in applying for DD 2345 certification or an export license will not be a basis to extend the closing date of any future request for proposal. PLANNED ACQUISITION: The planned acquisition is for a five (5) year Indefinite Delivery/Indefinite Quantity (IDIQ) contract (FY18-FY22) to include whole assemblies and spare/repair parts. The combined quantity is approximately 15,000 bipods and modification work order (MWO) kits, with five (5) one-year ordering periods. The contract shall require the successful completion of a First Article sample test, and ongoing lot acceptance tests. The First Article sample shall be required to be submitted to the Government 240 days after contract award. Monthly production deliveries shall commence within 75 days after USG approval of the First Article. Production deliveries are to be ramped up to a quantity of 300 per month. Higher delivery rate may be requested based on need. SUBMISSION INFORMATION: 1. Provide a summary of your firms capabilities, including organization name, address, and point of contact identification. 2. Describe your company's experience in manufacturing military small arms weapons, accessories,assemblies and spare parts. 3. Describe your company's experience with fabrication techniques including: investment castings, steel forgings, machining from billet stock, and welding (steel/titanium/aluminum) with tolerances as tight as 1/1000 of an inch (or higher), riveting parts to assembly dimensions as tight as 1/1000 of an inch (or higher), heat treating capabilities (including induction hardening, through hardening, stress relieving), and final protective finish capabilities (including chrome, phosphate and anodizing). 4. Indicate whether or not your company maintains a registration with the State Department under the International Traffic in Arms Regulations (ITAR). 5. Describe your company's inspection capability to include compliance with International Standards Organization (ISO) 9001:2008 or equivalent. 6. Provide a confirmation of established configuration management procedure to include protecting proprietary technical data. 7. Briefly describe your company personnel's past experience. 8. Indicate current monthly production capacity. 9. Describe your company size status (Small or Large business), and an approximate number of employees. 10. Rough Order Pricing, to include unit prices with per year escalations for 5 years (assuming production beginning calendar year 2018).
