- Performance Work Statement (PWS) The 7th Army Training Command (ATC)Combined Arms Training Center (CATC) is seeking a non-personal services contract to provide Small Arms Maintenance Courses (SAM31) to USAREUR soldiers, who are serving or are scheduled to serve as unit armorers. The mission of CATC under this contract is to provide instructional services for a two (2) week course in Small Arms Maintenance (SAM 31) to Government identified USAREUR personnel and US Army Coalition Partners if and when required. The contractor shall provide all required staff, faculty, supervision and printed instructional material to include the student workbooks, practical exercises, and instructor lesson plans not otherwise provided by the Government. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The North American Industry Classification System (NAICS) code is 611710 and the size standard is $15 million. All firms or individuals responding must be registered with the System for Award Management (SAM). All responsive offerors will be considered by the agency. The entire solicitation will be made available on the Federal Business Opportunities Web Site at http://www.fedbizopps.gov on or about 30 May 2017. Paper copies will not be available. You may download the solicitation and email/fax your quote in. The estimated period of performance is one (1) base year of twelve (12) months and two (2) 12-month option years. The anticipated contract type is a Firm Fixed Price Contract with a Time and Materials CLIN for Course Development and a Cost CLIN for Travel. - Address: Courses shall be provided at the U.S. Army resident training site at CATC in Vilseck, Germany, or on site at the requiring unit’s location as Contracted Mobile Training Team (CMTT) throughout Germany, other European countries or the African Command, if required.
