Description
Combat Marksmanship and Advanced marksmanship simulation system Requirement: The 7th Army Training Command (7th ATC) mission to train Soldiers, Special Operation Forces (SOF) and SOF-enablers in a multinational environment includes significant efforts to maintain the highest level of proficiency and relevancy in combat marksmanship. Training on these skills supports the Commander’s Mission Essential Task List (METL) training for the tasks outlined in FM 3-22.9, FM 3-21.8, FM 3-23.35, FM 3-06, ATP 3-39.11, ATP 3-39.45, ATP 3-06.20 and TC 3-21.8 and TC 90-1. Combat Marksmanship is the acquired skill to rapidly recognize, categorize and engage threats in all environments while moving, turning, stationary and using non-standard firing positions. Advanced Marksmanship training is the ability to perform these same skills with multiple weapons, at varying ranges, under specific time constraints and accuracy requirements. Training on these skills through the use of Simulators provides significant savings in time, money and provides statistical analysis of training effect. The services shall support Soldier training in Combat Marksmanship and Advanced Marksmanship at home station and deployed locations. The synthetic training shall include threat/non-threat recognition, eye tracking and human performance simulation/stimulation. The simulation system shall leverage research in advancements in cognitive neuroscience, sports reaction training, learning theory, motivation and human performance. This includes site surveys, operations, sustainment, maintenance, set up and disassembly, providing support to facilitate instructor training, content management, and reports as indicated to the local Quality Assurance Representative (QAR) and Contracting Officer’s Representative (COR). The contractor shall provide training support services at home station and deployed locations, and technical services development, site survey, operations, system sustainment, system hardware/software updates, technology insertion, technology refresh, and assessments including the upkeep, repair and or replacement equipment associated with all core and associated equipment. This requirement shall provide analysis, subject matter expertise, critical operational and technical support, resource management, administrative and project management support. Specific tasks involve, but are not limited to operation, development of plans, strategies, processes and procedures, and support of the training systems. ***This requirement is subject of availability of funds.

Place of Performance
Address: Place of Performance:, Home station training is any training conducted at the permanent sites at Grafenwoehr and Vicenza, by units located in these communities or traveling to that community. Both suites will be under the scheduling control of the local Training Support Center (TSC) Chief. Home station training will be scheduled through the Range Facility Management Support System (RFMSS), operated by the local TSC. Deconfliction of home station training support issues will be resolved by the TSC Chief, the Regional Training Support Division Chief, Director TSAE or the 7ATC G3/Commander as required. Deconfliction and scheduling will not be performed by the contractor. A typical training week will involve active duty, reserve units, and the possibility of multinational Allied Forces training., Deployed training is training that occurs away from the permanent locations of Grafenwoehr, Germany and Vicenza, Italy. During deployed training, the same standards of performance and reporting for home station training (section 5) are applicable. Deployed training is scheduled directly by the COR. Deployed training requirements supersede home station training schedules., Annually (or each year, during the contract period of performance), four (4) deployments are planned by the International Special Operations Training Center (Pfullendorf, Germany). Each deployment shall consist of ten (10) training days over a two (2) week period. Normally, ISTC deployments will be supported by the Grafenwoehr site., Deployed training beyond that outlined above will be negotiated in separate change orders., Period of Performance:, The period of performance shall be for one (1) Base Year of 12 months and two (2) 12-month option years. The Period of Performance reads as follows:, Base Year1 June 2017 to 31 May 2018, Option Year I1 June 2018 to 31 May 2019, Option Year II1 June 2019 to 31 May 2020, Contract Type:, The Government anticipates awarding a Firm Fixed Price contract, solicited using Full and Open competition., SAM:, The Department of Defense requires all contractors to register in the System for Award Management (SAM) database to receive any contract award or payment. In accordance with FAR 4.1201, prospective contractors shall complete electronic annual representation and certification via the Online Representations and Certifications Application (ORCA) at: https://www.sam.gov in conjunction with required registration in the CCR database.
