SUBJECT: Sources sought ¿ Genetic Transcription of Marine Ecology and Reporting General Information - Responses Due: Feb 28, 2017 @ 4:00pm Alaska Time Product Service Code: R499 Other Professional Services NAICS Code: 541690 Other Scientific and technical consulting services Set aside: Total Small Business Size Standard:$15.0 (standard in millions) Background - Intertidal invertebrates are important components of the marine nearshore zone in the Gulf of Alaska and are a primary food source for a variety of vertebrate and invertebrate predators including brown bears, sea stars, shorebirds, sea ducks, sea otters and subsistence users. Intertidal communities are particularly vulnerable to both natural and anthropogenic disturbance. In the Gulf of Alaska, intertidal communities have been affected by volcanos, earthquakes, hydrocarbon contamination from the Exxon Valdez oil spill, and changes in sediment composition as a result of spill-related clean-up activity. Additional stressors that may be affecting intertidal communities include ocean acidification and warming water temperatures, contamination from increased vessel traffic and oil exploration in Cook Inlet, human bivalve harvest and other human pressures. Intertidal bivalve communities are spatially variable, and species composition, abundance, and performance depend on a variety of physical and biological factors. However, due to their known importance in marine and terrestrial food webs, understanding health and availability of these communities is critical for management. This proposal seeks to quantify the linkage between nearshore ecosystem function and terrestrial ecosystem function through a food web perspective with coastal brown bears as the apex predator and intertidal invertebrates as the prey. Ultimately we will assess how changes to the nearshore marine system may negatively impact the terrestrial ecosystem and visitor opportunities. Disclaimer - This is not issuance of a solicitation. Eligibility To be considered eligible for award from any subsequent solicitation, interested parties must be registered in active status in the System for Award Management (SAM), online at http://www.sam.gov/, and without active exclusions. Description ¿ The purpose and intent of this notice is to determine if there are any small business vendors with the knowledge, skills and ability to perform the following: The Changing Tides project seeks to identify relationships among marine intertidal invertebrate health, visitor use, and brown bear physiology, to increase our understanding of how anthropogenic stressors may affect both invertebrate and bear populations at multiple spatial and temporal scales. To evaluate invertebrate populations, we will assess a select number of bivalve species through the development and application of genomic (gene transcription) technologies and other biomarkers. The objective for the invertebrate genomics component of the project is to develop a monitoring tool that will use gene transcription diagnostics to measure bivalve responses to potential environmental perturbations within coastal parks, and link changing ocean conditions to food web dynamics. The scientist will work with NPS, USGS and other collaborators to develop, implement and interpret a gene transcription panel for coastal bivalve species, and develop a monitoring tool using gene transcription diagnostics to evaluate bivalve responses to potential environmental perturbations within coastal parks. The scientist must have experience in the field of genetic transcription as well as marine ecology to interpret and collate results. 1.Provide interpretation of results from gene transcription analyses, incorporating results from marine ecological studies with results from transcription analyses. Interpretation will include a final report (in Microsoft word format with a minimum length of 20 pages and no maximum limit to length) to the NPS as well as 1 peer reviewed journal publication. 2.Participate in field collections, processing and storage of invertebrates for gene transcription and biomarker analyses. Field collections are done concurrently with I&M long-term monitoring studies and includes a 12 day field trip in 2017 and 2018. Contractor is responsible for arriving/departing Homer, AK, where the field collection trips initiate. Contractor is also responsible for providing all necessary personal field gear (such as: rain gear, waders, backpack, appropriate clothing for inclement weather, and personal items). 3.Prepare tissues from bivalves for analyses. 4.Collaborate with employees with the USGS in preparation of a final report and peer reviewed journal article to the NPS. 5.Provides all data and results to NPS, including any photos taken. Response Package ¿ All responses to this notice shall reference ¿Changing Tides. ¿ Responses shall be submitted by email in PDF, Excel, or Word file formats. Responses shall address, at a minimum, the following: Company information: Name, Physical Address, Point(s) of Contact with job title, telephone number, email address, DUNS Number, Main Telephone Number. Responses to this notice shall include a capability statement describing in detail projects similar to the one skills listed above. Along with the capability statement, interested vendors shall submit up to 3 references for projects completed, of which are in a similar nature as described above. The Government will consider all information received; formal responses will not be furnished, however, the information may be utilized in the development of the solicitation package.
