Description
This is a notification that the Missile Defense Agency (MDA) intends to award a sole source, Cost plus Fixed Fee Type contract under statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One responsible Source and No Other Supplies or Services Will Satisfy the Agency Requirements. MDA has a requirement to continue flight test of the Discrimination Sensor Technology in relevant and realistic deployment scenarios at either CONUS or OCONUS test locations. This contract will be awarded to General Atomics Aeronautical System Inc. (GA-ASI), 14200 Kirkham Way Poway CA 92064-7103, to support flight test participation in a Ballistic Missile Defense System or similar test with MDA-configured Reapers, collect airborne sensor mid-wave and long wave infrared missile track data, and transmit that data to MDA's Enterprise Sensors Laboratory. This procurement provides the government the use of GA-ASI Company Owned Company Operated MQ-9 Reaper aircraft, a Ground Control Station(s) (GCS), aircraft and GCS operations and maintenance personnel, and test support. The MDA GFE chin mount hardware, the GFE airborne processor and the software controlling the GFE sensor and related equipment are only compatible with the MQ-9 Reaper aircraft. The associated North American Industry Classification System (NAICS) code for this procurement is 541715 with a size standard of 1,250 employees. This NAICS is applicable for subcontracting opportunities. This notice is not a request for proposals. This action will result in a C-type contract. The resultant contract for this service will be a 1-year base contract. Any information received as a result of this notice will be considered solely for enhancing competition in a future competitive procurement. The Government will not pay for information submitted. All responses must be received no later than February 28, 2017, 4:00 pm, Mountain Standard Time and should be submitted to James R. Jefferis Contracting Officer, via email at james.jefferis@mda.mil.
