- Special Notice Number: PIFSC-17-SN03 Agency: Department of Commerce Office: National Oceanic and Atmospheric Administration (NOAA) Location: National Marine Fisheries Service, Pacific Islands Fisheries Science Center The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Pacific Islands Fisheries Science Center (PIFSC), Protected Species Division (PSD), Hawaiian Monk Seal Research Program, intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Merial for Purevax vaccine (recombinant vaccine to canine distemper virus) for vaccinating wild Hawaiian monk seals The sole source determination is based on National Oceanic & Atmospheric Administration's (NOAA) requirement that there is only one vaccine and one producer of that vaccine that can be used for Hawaiian monk seals. The Purevax product is the only CDV vaccine recommended by the American Association of Zoological Veterinarians for use in non-domestic carnivores. It is also approved generically for animal use in the State of Hawaii. Controlled safety trials with this specific vaccine were conducted previously in captive Hawaiian monk seals, and the vaccine has been used to safely vaccinate wild Hawaiian monk seals in 2016. At this time, no other monovalent recombinant CDV products with this level of antigen are available and no other products have been through the controlled safety and efficacy trials for permitted use in Hawaiian monk seals. The Government intends to negotiate a firm fixed price contract with the period of performance commencing approximately one year from the award date. The NAICS code for this procurement is 325414 with a corresponding size standard in number of 1,250 employees. This Special Notice is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing. Submissions are due no later than February 17, 2016 at 3:00 p.m. HST, Honolulu, HI. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
