- Description
- The Strategic Systems Programs (SSP) intends to solicit and negotiate a contract on a sole-source basis with Lockheed Martin Rotary and Mission Systems (LMRMS) (CAGE 56232), located in Uniondale, NY, a division of Lockheed Martin Corporation (LMCO), in order to provide the following efforts in support of the TRIDENT II Fleet Ballistic Missile (FBM) Strategic Weapon System (SWS) Navigation Subsystem: SSP Shipboard System Integration (SSI) Increment 8 and Increment 15, COLUMBIA, and DREADNOUGHT development efforts. Specifically, the intended contract will provide United States (U.S.) and United Kingdom (U.K.) Inertial Navigation System (INS) and Gyro Modification and Repair; COLUMBIA Navigation Subsystem Development and Material Procurement; Development efforts for the modernization program of the SSP SSI Program, including U.S. and U.K. Trainer Maintenance and Development; long lead material procurement for OHIO and VANGUARD Transducers, a Portable Data Collection (PDC) System Development, and long-range software modernization activities. This effort is inextricably linked and is a direct follow-on to SSP contract N00030-16-C-0045 with LMRMS. The impending FY 2018 contract will contain both U.S. and U.K. sponsored efforts starting in FY 2018, with certain line items periods of performance estimated through December 2020. As the design agent, LMRMS is the only known source with the requisite design background, system knowledge and operational experience relative to the TRIDENT II Navigation Subsystem capable of providing the required efforts within existing technical, cost and fleet schedule constraints. The contract will also include an option provision to increase the level-of-effort (term) line items up to 30%. THIS PRE-SOLICITATION SYNOPSIS IS NOT A REQUEST FOR COMPETITVE PROPOSALS. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under authority of Federal Acquisition Regulation (FAR) Subsection 6.302. The Government does not intend to use Part 12 for the acquisition. Interested parties may identify their interest and capability to respond to this requirement or submit proposals. Again, this synopsis is not a request for competitive proposals. All interest responses must be received within fifteen (15) days from the date of publication of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
