Description
The National Oceanic and Atmospheric Administration (NOAA) Acquisition and Grants Office (AGO), is hosting an Industry Day/Pre-Solicitation Conference in support of the Professional and Technical (ProTech) Services Branch Oceans Domain on April 13, 2017. AGO's primary objective with the Industry Day event is to provide a forum to better communicate the Domain's requirements, and to increase competition through the sharing of information. A secondary objective of the pre-solicitation conference is to provide a presentation of elements found within the attached DRAFT Statement of Work (SOW). The primary clients of this Domain are the offices of the National Ocean Service (NOS). NOS has identified three priorities that reflect both its primary statutory and mission drivers, and NOAA's commitment to navigation services, coastal research and observations, emergency response, and place-based conservation programs. Coastal resilience : preparedness, response, and recovery. From oil spills and vessel groundings to hurricanes and marine debris, NOS provides world-class science and services in support of resilient and healthy coastal communities, economies, and ecosystems. In light of increasing threats to our coasts, coastal resiliency has become a national priority. NOS supports and informs improved decision making, and end-to-end coastal preparedness, response, recovery, and resiliency. Coastal intelligence. Whether it is the nation's nautical charts, environmental monitoring and assessment, or socioeconomic tools, NOS and their industry partners are committed to integrating science and services to provide actionable information. The goal is to increase ocean and coastal 'intelligence' and thereby improve the ability of public and private decision makers to make informed choices. Place-based conservation. Conserving coastal places provides economic benefits to local communities. These communities rely on dollars spent on activities such as recreation and tourism. NOS works to conserve marine areas and preserve the economic benefits of these special places to local communities through its coastal management and place-based conservation programs. These include Coastal Zone Management, the Coastal and Estuarine Land Conservation Program, the National Estuarine Research Reserve System, National Marine Sanctuaries, and the Coral Reef Conservation The ProTech Oceans Domain procurement will be best value acquisition. It will be unrestricted in regards to business size, with a majority of contracts reserved for small businesses at the IDIQ Contract level, and as permissible in accordance with section 1331 of the U.S. Jobs Act. The NAICS code designated for this Full and Open competitive requirement is: 541620 Environmental Consulting Services, with a Small Business Size Standard: $15,000,000.00. If you are a large business and your proposal will exceed $700,000, you will be required to submit a subcontracting plan with specified goals for small business concerns. For the purposes of this procurement, a concern is considered a small business if its average annual gross revenue, taken for the last 3 completed fiscal years, does not exceed $15,000,000.00. AGO - ProTech Industry Day Event Details (April 13, 2017) NOAA AGO will host a ProTech Oceans Industry Day on Thursday, April 13, 2017, from 9:00 am - 1:00 pm EST, at the NOAA Auditorium and Science Center, 1301 East-West Highway, Silver Spring, MD 20910. Sign-in for pre-registered attendees will begin in the Auditorium hallway beginning at 8:00 am. Networking opportunities with AGO and NOS will be available in the Science Center from 8:00 am - 9:00 am. Walk-in visitors that have not pre-registered may experience delays before access to the event is granted. Government and military CAC holders are not required to have an escort, but are still encouraged to register prior to Industry Day Facility Parking The NOAA Auditorium is located approximately one block from the Silver Spring Metro station. Visitors will need to pay for their parking in nearby onsite public parking garages. There is NO parking validation. Public garages are full approximately by 8:00 am EST Monday - Friday. Towing is enforced for all surrounding businesses. Participants are strongly encouraged to use Metrorail (Red Line) or bus services, as there is limited parking in the area. Security Requirements for Industry Day Attendees : All auditorium attendees and participants will need to present valid government-issued ID. Sign-in for participants who have pre-registered will begin at 8:00 a.m. on Thursday April 13, 2017 in the Auditorium hallway. It is strongly encouraged for participants to arrive early to process through the security checkpoint.
