- List of Attendees - RETS Kwajalein Site Visit, January 24-27, 2017 This notice provides a eighteenth amendment to the November 4, 2015 (also amended 1/8/16, 3/2/16, 6/14/16, 8/25/16, 9/1/16, 10/12/16, 10/22/16, 10/22/16, 11/22/16, 12/16/16, 12/19/16, 12/20/16, 01/12/17, 01/19/17, 01/20/17, 2/1/2017, and 2/10/2017). The purpose of this special notice is to provide an update to Amendment (AMD) 17 and 13. The update for AMD 17 Presolicitation RETS Draft Request for Proposal (DRFP) is as follows: Interested vendors may provide feedback to the DRFP via email to both the Contracting Officer, Kay Harris, sharon.k.harris22.civ@mail.mil, and Contract Specialist, Nathan Martin, nathan.d.martin18.civ@mail.mil, no later than (NLT) 4:30 p.m. CST, February 24, 2017. Note: Government answers to previously submitted questions are reflected in the content of the DRAFT solicitation, attachments, and exhibits. Since the final solicitation may be different from the DRAFT solicitation, all potential Offerors are advised that the final solicitation takes precedence over the DRAFT solicitation. Offerors will be afforded another opportunity to ask questions once the final solicitation is issued and responses to those questions should be considered when preparing proposal submissions in response to the final solicitation. An additional purpose of this special notice is to notify potential offerors that information relative to the January 24-27, 2017 Kwajalein Industry Day/Site Visit, to include briefings and scripts, has been added to the FOUO Documents in the Offeror's Library. The list of attendees to the Kwajalein Industry Day/Site Visit is provided under this posting. The update for AMD 13 RETS Offerors Library is as follows: It has been determined that RETS Offerors Library will be open to all potential primes and potential subcontractors. The Library information is posted on a limited access Army Knowledge Online (AKO) website entitled "RETS OFFERORS LIBRARY". The Library includes two main folders, "RETS Publications" and "RETS FOUO Documents". RETS OFFERORS LIBRARY Access process: 1. Access to the RETS OFFERORS LIBRARY must be requested. Access is limited to two personnel from each potential prime or subcontractor offeror. Potential prime offerors are responsible for providing needed documents to its potential subcontractors. a. Potential prime/subcontractor offerors, whose personnel already have an active AKO army.mil account (with CAC Card), shall send your army.mil email address and AKO username along with a request for access via email to Nathan Martin at nathan.d.martin18.civ@mail.mil. Please title the subject line in your email as "RETS Offerors Library Request". Once the user receives access notification, the Offeror's Library can be accessed at AKO (https://www.us.army.mil). Once at the website, click the "Files" icon in the row of boxes at the top right of the screen. On the next screen, click the orange star link labeled "Favorite Files and Folders" located at the top center of the page. On the next screen, you will see a folder titled "RETS OFFERORS LIBRARY". Click on the folder link and the next screen will display both folders, "RETS Publications" and "RETS FOUO Documents". The RETS FOUO Documents folder is green and has a red asterisk at the end of the title. You can download the files to your computer by checking the box to the left of the document title and then clicking on the "Download" link. You can download all of the files by checking the box next to the column title "Name". Note: you cannot download a folder, only the files themselves. Depending on your computer set-up, you may receive a pop-up window at the top of your screen that says "To help protect your security, Internet Explorer blocked this site from downloading files to your computer. Click here for options. "Click the yellow bar, and then click "Download files". The download should then start. b. Potential prime/subcontractor offerors whose personnel do not have an AKO army.mil account, shall send a request for the documents by email to Nathan Martin at nathan.d.martin18.civ@mail.mil. Please title the subject line in your email as "Request RETS Publications and Document" and provide the name, email address and phone number for each individual. The Government will contact the individual and provide instructions on how to receive the RETS publications and RETS FOUO documents. Continue to monitor FedBizOpps and the RETS Offeror's Library for new/revised/information or document. THIS IS AN EXCHANGE WITH INDUSTRY BEFORE RECEIPT OF PROPOSALS AS DEFINED IN FAR 15.201(c)(5). THE PURPOSE OF THIS NOTICE IS SOLELY FOR INFORMATION AND PLANNING PURPOSES - IT DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL (RFP) OR A PROMISE TO ISSUE AN RFP IN THE FUTURE. The GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF ANY RESPONSES RECEIVED. AN RFP IS NOT AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. RESPONSES TO THIS NOTICE ARE NOT OFFERS AND CANNOT BE ACCEPTED BY THE GOVERNMENT TO FORM A BINDING CONTRACT. THE GOVERNMENT SHALL NOT REIMBURSE RESPONDENTS FOR INFORMATION SOLICITED. THE INFORMATION PROVIDED HEREIN IS SUBJECT TO CHANGE AND IN NO WAY BINDS THE GOVERNMENT. THE GOVERNMENT RESERVES THE RIGHT TO CONSIDER ACQUISITION STRATEGIES AS DEEMED APPROPRIATE.
