Description

Sole Source Intent Notification N61340-17-P-0024 Power cables for the Cabin Operational Flight Trainer (COFT) Introduction The Naval Air Warfare Center Training Systems Division (NAWCTSD), Orlando, FL is issuing this special notice of intent to execute a single source award to Boeing Company, cage code 0PXV4, 6200 JS McDonnell Blvd, Saint Louis, MO 63134-1939. Sole Source authority is provided under 10 USC 2304(c)(1) as implemented by FAR 6.302-1. Boeing Company has completed electrical design; manufacture and installation work in the support of the all three COFTs. They are a recognized and approved contractor for this category of work on Cannon AFB. Boeing ™s familiarity with the training device, ability to correct previously documents DRs, and their knowledge of the facility provides them a unique capability to complete this work within the budget and schedule requirement (six months) to support the aircrew training at Cannon AFB. Description of Requirement The Government ™s requirement is for the manufacture and installation of five power cables for the Cabin Operational Flight Trainer (COFT) at Cannon AFB, New Mexico as part of the FRD-15 CV-22 Block 20 concurrency retrofit. The contractor shall also install miscellaneous trainer components remaining from initial installation and conduct an operational test of the COFT after the five power cables have been connected to facility power. The contractors will correct in-scope Discrepancy Reports (DRs) from prior testing, perform operational testing, and make a record of any new out of scope DRs generated as part of the operational test.
