- Notice of Intent to Sole Source - Tecniplast USA, Inc. DESCRIPTION OF REQUIREMENT PURPOSE AND OBJECTIVES: The mission of the National Institute of Mental Health (NIMH) is to transform the understanding and treatment of mental illnesses through basic and clinical research, paving the way for prevention, recovery, and cure. For the Institute to continue fulfilling this vital public health mission, it must foster innovative thinking and ensure that a full array of novel scientific perspectives are used to further discovery in the evolving science of brain, behavior, and experience. In this way, breakthroughs in science can become breakthroughs for all people with mental illnesses. The National Institute of Health, Veterinarian Medicine and Resources Branch (VMRB) provides daily support and management to several institutes at its shared facilities. Some of the support provided includes animal colony management, which encompasses the area of animal husbandry. The management of the animal colonies within the facility requires the ongoing acquisition of rodent caging and rack systems to replace worn, broken and damaged equipment due to the rigorous disinfection practices, as well as to add to current inventories for the ever increasing animal and investigator requirements. These systems provide the living environment for research animals that require consistent procedures to prevent the addition of new and unwanted variables into research data. The acquisition of new caging and racks must be identical in specifications to work with current equipment without the need for modification or additional training for animal care staff. In order to maintain the continuity of research and to prevent any potential disruptions to current husbandry and staffing, the National Institute of Health, Veterinarian Medicine and Resources Branch requires the following: Sealsafe Plus Rack and Caging systems: 1. Five (5) Techniplast Sealsafe Plus Rat Racking Systems (Model 2GR35CP) 2. Forty-five (45) additional cage setups (Model GR9000SU) 3. Two (2) Smart Flow air handling units (BOX110SF) 4. Two (2) WDM Units for Smart-Easy Flow with Wifi Card and US Power Cord (RUIWDM001US). - Must meet specifications of caging and rack systems currently in use at the VMRB animal facilities - Must provide continuity of research by providing an exact environment for research animals currently housed at VMRB facilities - Must work with current equipment without the need for modification or additional training to staff Purpose and Objectives for the Acquisition: The caging and rack systems are needed to replace and add to current inventories must be identical in all specifications to current inventories. The cages and rack systems offered at Tecniplast meet this requirement. The cages and rack systems work together as a unit, and the addition of equipment from another vendor would cause disruption to the current operation of the VMRB facilities, and add un-needed variables to the ongoing research. These disruptions would cause major changes to the current operation, and require changes to husbandry and staffing schedules. The acquisition of equipment identical in nature to that which is currently being used will provide the continuity of research that is critical for the ongoing research at the VMRB animal facilities.
