- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulations (FAR), as supplemented with additional information included in this notice. Offers are being requested and a written solicitation will not be issued. The contract resulting from this procurement will be a firm fixed price contract. The solicitation SP0600-17-Q-0258 is issued as a Request for Quotation (RFQ), under the Simplified Acquisition Procedures (SAP), Part 13. This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95 dated 12 Jan 2017. DPAS rating for potential award is DO. The clauses and provisions referenced in this solicitation may be reviewed/obtained in full text form at http://farsite.hill.af.mil/vffara.htm. Scope of Contract: CLIN 0001 Nomenclature: Ellipsometer, Jet Fuel Unit of Issue: EA Quantity: 0009 Description: Instrument shall adhere to ASTM D3241, Standard Test Method for Thermal Oxidation Stability of Aviation Turbine Fuels, Annex A3 "Rating of D3241Heater Tubes - Ellipsometric Method." Must measure deposit thickness ranging 0 to 350nm. Can utilize either 115 or 220 volts 50/60Hz with NEMA style electrical plugs to match current building design. Dimensions are unrestricted. This is a brand name or equal requirement (Reference FAR 52.211-6) Reference MFG Falex, Model: 430 ETR According to ASTM D-3241 page 13 footnote 12, only Falex Corporation makes the approved equipment. Must be available in 115 or 220 volts 50/60Hz. Should be portable and contain a rechargeable battery. CLIN 0004 Nomenclature: FAME Tester Unit of Issue: EA Quantity: 0004 Description: Shall adhere to ASTM D7797, IP 583 and ASTM D7963, for the determination of the fatty acid methyl esters (FAME) content with Fourier Transform Infrared spectroscopy and calibration materials.
