If you want to do a site visit after the 9th, please get in touch with either of the POC's listed above. The Government anticipates making two awards as a result of this solicitation. One award for Park Attendant #1 team and the second award for Park Attendant #2 team. Questions concerning this solicitation must be submitted by email no later than 2:00 P.M., 10 February 2017.. Email: Josephine.E.Baran@usace.army.mil Following is an excerpt from the performance work statement:The Jennings Randolph Lake Project is located on the upper reaches of the North Branch of the Potomac River near Elk Garden, WV about eight miles upstream of the confluence of the Potomac with the Savage River. The project is operated for water quality improvement, water supply, flood control and recreation. The dam impounds a lake of 952 surface acres and controls a drainage area of 263 square miles on the border between Garrett County, Maryland and Mineral County, West Virginia. The full recreation lake has a surface area of 952 acres, a shoreline of 13 ½ miles, and extends upstream from the dam a distance of 5 ½ miles. The project covers a total area of 4,500 acres, 2,700 in Maryland and 1,800 in West Virginia. The project has seven developed recreation areas in both West Virginia and Maryland including two boat launches, a picnic area, beach area, two scenic overlooks and a campground. Annual visitation is in the range of 100,000 visitors per year, most of which occurs between Memorial and Labor Day. The U.S. Army Corps of Engineers at Jennings Randolph Lake intends to contract for live-in park contractors at the Robert W. Craig Memorial Campground. The contractor shall be required to implement all aspects of a campground reservation program to include but not limited to, register campers, collect camping fees, processing reservations, using a Windows based computer system, insuring reserved sites are physically marked as reserved, and issue a copy of the receipt to the camper. The contractor shall perform campground checks, collect camping fees, and hand out informational pamphlets, copies of park rules, stock brochure rack, and issue a minor assortment of recreation equipment. The contractor shall assist the campers/visitors by locating campsites, answering general questions, and by advising them of obvious potential or actual violations of campground regulations. The Robert W. Craig Memorial Campground is a 68-site facility accessible from West Virginia Route 46 via a blacktopped roadway approximately 1 mile long. The campground complex consists of an entrance station, a combination shower house/restroom, a separate smaller restroom station, a children's playground, a group shelter, nature trails, archery trail and a visitor parking area. The shower house has hot and cold running water in sinks and showers. Toilet facilities at both the shower house and the smaller comfort station are flush type. There are no TV, sewage, or water hookups at individual campsites but sixty eight sites do have electric service. A post hydrant with potable water is located about every fifth site and a bulk sewage dump station for RVs and camping units is located near the entrance station. Except as noted elsewhere in these specifications there shall be no requirement for significant grounds keeping or janitorial services by the park contractor. These functions are contracted separately with other vendors. The contractor shall be provided with a campsite and access to appropriate facilities within the campground complex. The contractor shall be furnished with a two-way radio. The contractor shall be provided a safe for NRRS deposits and documentation only.
