- The Department of Veterans Affairs, Veterans Integrated Service Network (VISN 3), James J. Peters VA Medical Center, Bronx New York, intends to award a sole source contract under the authority of 41 U.S.C 253(c) (1) - FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, to Corps Biologics LLC1105 Matheson Drive, Leander Texas 78641. The Northport Healthcare System is purchasing an ERBE VIO300D/APC2 System. The place of performance is Northport Campus, 79 Middleville Road,Norhtport NY, 11768,. This action will result in a Firm-Fixed Price contract. Item ERBE VIO 300D/APC2 System The primary objective is to replace our electrocautery unit with APC. This replacement unit must have the following features: The initial incision stage: The initial incision stage serves to heat the tissue in the immediate vicinity of the cutting wire to 100 °C (212 º F) generally within a few milliseconds, leading to a tiny initial coagulation (hemostasis) of the tissue just prior to the actual cutting stage. The cutting stage: The beginning of the cutting stage is characterized by the development of electric arcs (sparks) between the tissue and the cutting wire of the active electrode. The arcs have a voltage > 200 volts and are generated as soon as the vaporization of liquid in the tissue creates a small gap between the cutting wire and the target tissue. To create controlled and reproducible cuts the formation of sparks are detected via a proprietary algorithm. This algorithm ensures that the length and quality of the cut is reproducible. Therefore, the cutting stage is automatically regulated through the recognition of spark formation. The coagulation stage: The coagulation cycle prepares the tissue for the next cutting cycle to ensure various levels of hemostasis prior to any subsequent cut. A mode that when activated, the system cycles between the three above stages cut/ coag and is tailored specifically for sphinctertomes and various other dissection knife electrodes, is tailored for snares and various other larger surface dissection electrodes. Pulsed APC (with constant high-frequency voltage) The application of energy with Pulsed APC Effect 1 and Effect 2 is discontinuous (i.e., pulsed) using two different frequencies. Effect 1 delivers 1 pulse per second while Effect 2 delivers 16 pulses per second. In both effects, an increase in Power (Wattage) is accomplished by increasing the duration of each pulse often times referred to as spark duration. These modes allow the physician more flexibility in comparison to just the traditional continuous APC. Precise APC The Precise APC mode has an automatic adjustment control which adjusts the argon plasma regardless of the impedance of the overall system (plasma regulation). The Precise APC mode creates a superficial coagulation effect using a low-energy output per unit of time. This notice of intent is not a request for quotations; Interested parties may express their interest by providing a capabilities statement NLT 20 Feb 2017 at 8:00 AM EST. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required supplies and services. The vendor must be an authorized distributor of ERBE. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered. When responding to this announcement, respondents should refer to Announcement VA242-17-Q- 0273 Notice of Intent. If after February 20, 2017, no viable responses have been received in response to this announcement, Dept of VA shall negotiate solely with Corps Biologics LLC. This notice of intent to award a sole source contract is not a request for competitive quotes. There will be no solicitation available for competitive quotes. Phone calls will not be accepted.
