- TSP Benefits Consultant - NAICS Code 541611 Solicitation Number: TIB-2017-RFI-0002 Notice Type: Special Notice February 14, 2017 Federal Retirement Thrift Investment Board 77 K Street NE, Suite 1000 Washington, DC 20002 Synopsis: This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT under authority of 41 U.S.C. 1901 and 3304, FAR 6.302-1, 13.106-1(b), and 13.501(a)(1)(ii), only one responsible source and no other supplies or services will satisfy the agency requirements. The Agency intends to award a sole source contract to MB Consulting, Inc., 110 Cypress St. STE 407, Brookline, MA 02445-6018 to procure services in support of the Federal Retirement Thrift Investment Board (FRTIB). This action will result in a Labor Hour contract with a period of performance of 12 months and four, one-year option periods. The total contract cost is not to exceed $1,153,000. The procurement will be classified under North American Industry Classification System (NAICS) 541611. The contractor shall provide support to FRTIB with Thrift Savings Plan (TSP) workflow applications (DocXP, AG, CoDIS, DeDIS, CaMS, and PSR) and processes in order to ensure that participant requests are handled consistently in accordance with FRTIB policy. Under this contract, the contractor shall perform the following tasks: • Serve as a liaison between TSP Office of Participant Operations (OPOP) and OPOP contractors/subcontractors and the TSP's Technology and Enterprise Support Services (TESS) contractor to identify and resolve any issues relating to all workflow applications (DocXP, AG, CoDIS, DeDIS, CAMS, and PSR) and to make enhancements to these systems to make them more efficient. • Respond to workflow application-related functional and technical questions (e.g., DocXP functional design, AG reports, profiles/roles, CoDIS/DeDIS/CaMS functionality, etc.) received from OPOP staff and OPOP contractors/subcontractors. • Review functional and technical documentation (e.g., Functional Design document (FDD), Technical Design Document (TDD), Across the Board Document (ABD)) to ensure TSP forms are designed and processed to comply with the Agency's business rules. • Review service change requests, work intake requests, requirements documents, and software change narratives to ensure that OPOP's requests for changes and enhancements to its workflow applications are clearly and correctly documented and understood by OPOP staff and SAIC's developers and programmers. • Serve as workflow application and TSP business rule SME on project teams as requested to ensure that workflows are designed to perform and comply with the Agency's business rules. • Work with OPOP's s Business Process Management branch to make recommendations for upgrading and enhancing workflow and form design and functionality to streamline processing and minimize errors. • Assist OPOP and OPOP contractor/subcontractor staff in the research of workflow application issues and errors to determine the source of the cause. • Document and track workflow application system bugs and their resolutions/fixes, make recommendations for improvement, and assist OPOP staff in creating WIRs as needed to address the issues. • As requested, review workflow application enhancement and change test cases and test results to ensure that all potential issues are identified and resolved in accordance with the Agency's business requirements. • Assist OPOP in its ongoing effort to enhance form design and functionality and workflows to streamline forms processing and reduce reject rates. • Assist OPOP in coordinating, testing, and documenting correspondence changes requested by the participant correspondence team. • Provide OPOP with customized weekly and monthly statistic and processing reports as requested using the data provided by SAIC. • Assist OPOP contractors with annual processing to eliminate manual adjustments and reversals by monitoring the TSP-73( Change in Monthly Payment Amount form) from October 15th - December 31st in AG for cancelled forms and amounts > than balance. • Assist OPOP contractors with TSP-3 issues related to PEP processing and incoming forms. • Review OCR report to identify Service Bureau processing/system issues. • Serve as workflow application and TSP business rule SME in audit walkthroughs and meetings as requested. • Conduct workflow application training courses to contractor and OPOP staff as requested. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS. No solicitation package will be issued. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. All responses received by 1:00PM EST on February 22, 2017 will be considered by the Government. This notice is not a request for competitive proposals/quotes. All information submitted should support the offeror's capability to perform the requirement and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's capability to provide these services.
