Description
The government intends to award a sole source contract under the authority of 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies and Services Will Satisfy Agency Requirements. The Government intends to make a sole source award to The University of Colorado - Boulder (CADSWES), 3100 Marine Street, Room 479, 572 UCB, Boulder, CO 80303-1068. The North American Industry Classification System (NAICS) is 541511 and the size stand is $27.5 million dollars. The University of Colorado - Boulder (UCB) will enhance and/or modify the source code of the software RiverWare for the United States Army Corps of Engineers' (USACE) requirements for reservoir system simulation legacy modeling utilities into RiverWare to preserve the long-term ability to provide consistent and accurate results for USACE and its customers' reservoir system simulation modeling. This service will provide modification to the source code already written in RiverWare when USACE requirements call for changes and/or the service will provide enhancements to the source code when new additional code is required to meet USACE reservoir system simulation modeling. In addition, the service will supply RiverWare capability and technology transfer to the USACE through user support. This support will provide RiverWare assistance to on-going USACE projects; debugging of on-going RiverWare modeling source code modifications to RiverWare when applicable. Additionally, the contractor will provide RiverWare licenses to the USACE. The service will manage the number of licenses provided to USACE, as well as, provide updated licenses as a current license's end date occurs. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. All submissions must be sent via email to the point of contact (POC) listed below and received by 3 March 2017, 2:00 p.m. (CST). This notice is not a Request for Proposals, nor does it restrict the Government as to the ultimate acquisition approach. This notice is not a commitment from the Government.
