- Amendment 9 - SF30 Amendment 1 - The Government anticipates a release of the Request for Proposal (RFP) end of November 2016/first of December 2016 with an anticipated offer due date in January 2017. Amendment 2 - The Amendment 4 - This amendment provides RFP questions and answers (Q&A). RFP revision at L.11, and revised Contract Historical Data document, "Direct Labor Items."RFP was released 12/15/16. This amendment provides questions and answers as a result of the RFP posting and corrections to the RFP. Please see attachment to this posting. Amendment 3 - This amendment provides RFP questions and answers (Q&A); Site Visit Q&A and attendees; RFP revisions: revised L.10, revised L.12, revised Attachment K Wage Determination, revised Attachment B Price Matrices, and SF33 with revised proposal due date of 2/13/2017; and the SF30 for this Amendment 3. Amendment 4 - This amendment revises RFP clause H.12 and RFP provision L.11, and adds by reference FAR 52.203.19 to I.1. Additionally, this amendment revises the Contract Historical Data document titled, Direct Labor Items, and provides answers to industry's questions. (Additional, final, questions from industry will be answered in an upcoming amendment.) Amendment 5 - This amendment extends the proposal due date to 2/15/2017 and provides revised SF33. (The Q&A will be posted in an upcoming amendment.) Amendment 6 - This amendment reposts the revised SF33 that was posted with Amendment 5, and provides the following: Q&A, revised Attachment C-IAGP, revised J.1-List of Attachments, draft Standard Operating Procedures (SOP), and this amendment's SF30. Amendment 7 - This amendment provides an additional question from industry with the answer as follows: For the Direct Labor and Subcontractor Labor Rate Matrix, are you expecting this to include straight time and overtime rates? ANSWER: Attachment B should contain only straight time rates. Amendment 8 - This amendment provides SF30s for Amendments 1, 2, 5, 7, and this Amendment 8. Amendment 9 - This amendment provides instruction for acknowledging the SF30s posted in Amendments 8 and 9 as follows: The SF30s may be listed on the signed SF33, or a memo acknowledging the SF30s may be emailed to the contracting officer. Also, this amendment provides an additional Q&A (see attached Amendment 9 SF30). NASA/Headquarters intends to issue a solicitation for a competitive follow-on contract to provide support to the NASA Headquarters' Facilities and Administrative Services Division (FASD). The FASD is responsible for providing management of and provision for professional, technical, and administrative support services at NASA Headquarters. The principal purpose of this follow-on contract is to provide full staffing and complete operational support services and program management of the acquisition. The place of performance for FASD is NASA Headquarters. It is anticipated that the subject contract will be a hybrid contract with a firm fixed price (FFP) core component with the ability to issue Indefinite Delivery Indefinite Quantity (IDIQ) FFP task orders. This acquisition has a period of performance and effective ordering period of 5 years and 45 days. The IDIQ portion of the contract will be five years and 45 days from the anticipated contract award date of 10/17/2017. The first task will be for a 45 day phase-in/out of the contracts. The core work will commence on or about December 1, 2017 for a period of 12 months with four one-year option periods. The Government anticipates a release of the Request for Proposal (RFP) in November 2016 with an anticipated offer due date in December 2016. A draft will not be released. Sufficient time will be provided for potential offerors to provide questions, comments, or any concerns regarding the RFP and attachments. A draft Statement of Work (SOW) is posted with this synopsis for early questions and comments. The Government does not intend to acquire a commercial item using FAR Part 12. This procurement will be a competitive 8(a) set-aside. The NAICS Code and Size Standard are 561210 and $38.5 million respectively. All responsible sources may submit an offer when applicable, which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html. The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). All contractual technical questions must be submitted in writing (e-mail or fax). Telephone questions will not be accepted.
