NSN list Project: 3M Strategic Initiative (Commercial of Type) Solicitation Number: SPE4A2-17-R-0023 Notice Type: Sources Sought Synopsis: Defense Logistics Agency - Aviation, Richmond, VA, is seeking to establish Long Term Contract(s) for NSNs in which 3M Company is the only approved source. The population of NSNs considered includes 186 consumable NSNs that have projected near term requirements. Of these NSNs, 43 were previously supported through contract SPE4AX-14-D-9999. This notice is being issued to identify additional sources that may possess the expertise, capability and experience to meet DLA Aviation's requirement. THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. Below is a summary of the existing contract: Contract Number: SPE4AX-14-D-9999 Contract Type: Fixed Price, Requirements Type Contract Structure: 2-year base and four 2-year options Item Type: Commercial Incumbent: 3M Company, CAGE 76381 Set Aside Type: Unrestricted It is anticipated that a solicitation with the following features will be issued to support the current requirement: Contract Type: Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ) Contract Structure: 3-year base and 2-year option Item Type: Commercial of Type Population: 186 NSNs from the following Federal Stock Classes (FSCs): Preponderance of population assigned to FSC 5970 Electrical Insulators & Insulating Materials FSC 8040 Adhesives Set Aside Type: Unrestricted At present, 3M company is the only known approved manufacturing source for the NSNs included in the target population cited (attached). These NSNs are believed to be Commercial of Type. Although the population currently includes 186 NSNs, the population of NSNs included in the solicitation may be revised based on the results of market research. Interested parties may identify their interest and capability by providing responses to the attached survey. General Business Information: Please provide the following: 1. Company Name 2. Is your company willing to enter into a long-term contract? 2. Is your company is considered a Small Business under the proposed NAICS code 339999? 3. Does your company qualify in any small business sub-category (i.e. 8(a), HUBZone, SDVOSB, WOSB)? 4. Briefly describe the capabilities of your facility and the nature of the goods and/or services you provide. Include a description of your staff composition and management structure. 5. Describe your company's past experience on previous projects similar in complexity to this requirement. Include contract numbers, a brief description of the work performed, period of performance, agency/organization supported and individual point of contact (Contracting Officer or Program Manager). 6. Does your company have any capacity constraints that would limit your company's ability to fulfill this requirement? 7. The only current manufacturing source for the target population of NSNs is 3M Company, CAGE 76381. Is your company a dealer that is able to provide NSNs manufactured by the approved manufacturing source? 8. What quality assurance processes and test qualification practices does your company employ? Please provide a description of your quality program (ISO 9000, QS-9000, EIA-599, or otherwise)? 9. Is your company capable of meeting military packaging and marking requirements? 10. Are there any other government specific requirements that would preclude your company as a viable source for the current requirement? 11. What type of contract do you consider best suited for an effort of this magnitude? 12. What is the maximum number of years you would recommend for the total life of the contract? 13. What is the maximum length of time your firm will commit to Firm-Fixed Prices? 14. What do you envision as the risk areas associated with this effort and how would you mitigate those risks? 15. What method of price adjustment would you accept (e.g. Fixed Priced Option Periods, Economic Price Adjustments, Prospective Price Redetermination, etc.)? 16. Are there established catalog or market prices for the NSNs included in this requirement? If you offer this product and/or service to both U.S. Government and commercial sources, is the same workforce/facility used for both the U.S. Government and the general public? Is the government offered similar terms and conditions as commercial customers? Briefly describe any differences. 17. Describe your standard warranty and return process for goods and services furnished to the government for NSNs similar in nature to this requirement. 18. What type of "Other Than Certified Cost or Pricing Data" would your company be willing to provide? 19. What are your capabilities for warehousing products that have longer lead times?
