- The Defense Logistics Agency, DLA Maritime Norfolk Naval Shipyard Contracting Division intends to negotiate a firm fixed price, for items below to be used at the Norfolk Naval Shipyard, Portsmouth, Virginia. The North American Industry Classification System Code is 335999 All Other Miscellaneous Electrical Equipment and Component Manufacturing. This requirement will solicited 100% small business set-aside. The contract line item (CLINs) is as follows. CLIN 0001 (1) each, Ultrasonic Cleaning equipment per specifications below: THE FOLLOWING IS A LISTING OF KEY DESIGN FEATURES OF THE ULTRASONIC CLEANING UNIT. THIS LISTING IS NOT ALL-INCLUSIVE. GENERAL DESIGN FEATURES OF ULTRASONIC CLEANING UNIT: I. Tank: A. The tank must be fabricated from 316 CRES. B. The tank must be fully insulated. C. The tank must consist of no more than four walls and a bottom. D. Tank material must be 12 gauge stainless steel or better. E. All interior surfaces of the tank must be free of holes, dents, scratches, grease, oil, flux, and loose foreign material. F. All welds on internal tank surfaces must be smooth, continuous, and passivated per ASTM 967. G. The tank must be water tight with no leaks, and will be verified using dye penetrant check. H. The tank must not have spaces or surfaces which are physically or visibly inaccessible. I. The tank must not contain inlet piping (to fill the tank). J. The tank must have a stainless steel bottom mounted drain valve and piping. K. The tank must accommodate a stainless steel basket with dimensions shown in section II. B below. L. The working depth of the tank must allow an item 12 inches in height to be cleaned while covered with no less than 2 inches of fluid, when placed in the unit's basket. M. The maximum fill capacity for the tank must be no less than 86 gallons. N. The tank and basket must be capable of supporting no less than a 200 lb. item to be cleaned. II. Basket: A. The cleaning basket must be fabricated from 316 CRES. B. The internal dimensions of the basket must be no less than 38" in length, 24" in width and 12" in depth. III. Tank Lid: A. The tank lid must be constructed from 316 stainless steel. B. The tank lid must have handle(s) mounted on the outside of the lid to assist in lifting. C. The tank lid must have the ability to be completely removed from the tank, or the tank lid must be permanently/semi-permanently attached to the tank by hinges. 1. If the tank lid is permanently/semi-permanently attached by hinges, it must have a built-in mechanism to lock and hold the lid in an approximately vertical position (e.g. 90 degrees from horizontal). IV. Heaters: A. All heating elements must be installed to the exterior surfaces of the tank walls or tank bottom. 1. There must be no heating elements installed on the interior surfaces of the tank, or inside the tank (i.e. in contact with the cleaning fluid}. B. The heating elements must be capable of achieving and maintaining a temperature in excess of 130 degrees Fahrenheit during degassing operations and cleaning operations. V. Transducers: A. The transducers must be piezoelectric or better. B. The transducers must operate within a frequency range of 35 KHz to 42 KHz. VI. Power: A. The electrical requirements of the unit must be compatible with the installed 220volt/30 Amp/3 phase electrical power supply. VII. Operation Controls: A. The heating elements must be capable of adjustment to increase and decrease the temperature of the cleaning fluid. B. The ultrasonic cleaning function must be capable of being controlled by a timer with an audible alarm. 1. The ultrasonic cleaning function timer must have an adjustable range between O minutes and up to no less than 30 minutes. C. The ultrasonic cleaning unit must have a built in degas function. VIII. Approval: A. Engineering approval is required prior to award. This procurement will be processed in accordance with Federal Acquisition Regulation (FAR) Subpart 13 Simplified Acquisition Procedures for Commercial Item. The solicitation number is SPMYM1-17-Q-0021 and it is expected to be posted on or about 14 February 2017 and posted in fedbizopps, https://www.fbo.gov/. Quotes will be due by 12:00 pm EST on 24 February 2017 and may be emailed to the attention of Michael Jackson at michael.r.jackson@dla.mil.
