Description
INTRODUCTION: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single, Firm-Fixed-Price contract for the Manhattan Combined Heat and Power (CHP) Plant project at the Manhattan, NY VA Medical Center (VAMC). This is a Design-Bid-Build project. PROJECT DESCRIPTION: This Combined Heat and Power system project for the Veteran s Administration Medical Center in New York, New York is for two 75kW natural gas fired reciprocating engine generators with exhaust/jacket heat recovery enclosed in an outdoor enclosure located on the roof top of Building #6 the Outpatient Clinic. The heat recovered from the combined heat and power system will be utilized to offset some of the building steam load by injecting waste heat into the domestic hot water system and to the building s heating hot water system. ADMINISTRATIVE: The solicitation will be issued as a Request For Proposal (RFP) conducted in accordance with FAR Parts 15, 19, and 36 and be evaluated in accordance with the procedures therein. The solicitation will be advertised as a competitive Service Disabled Veteran Owned Small Business (SDVOSB) set aside. The applicable NAICS code is 237130 with a size standard of $36.5 million. The solicitation will be issued on or about March 3, 2017. The period of performance is approximately 450 calendar days from the issuance of the Notice to Proceed. This notice is not a request for competitive offers. The VAAR Magnitude of Construction is expected to be between $500,000.00 and $1,000,000.00.
