Description
Solicitation A.1 The U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Natick Contracting Division (NCD) has a requirement for the RA-1 Advanced Ram Air Parachute System and Spare Parts in support of PdM-SCIE, other Army customers, and the Air Force and Navy. This solicitation is intended to on-ramp vendors as described within the original RA-1solicitation, W911QY-16-R-0020. A.2 The Government anticipates awarding one (1) or more firm fixed price indefinite-delivery, indefinite-quantity (IDIQ) contract(s) with four ordering periods of one year, and one ordering period of two months to one or more Offerors as a result of this solicitation, however the Government reserves the right to make no awards. The total combined value of all resultant contracts is $99 Million. A.3 This acquisition is being solicited on a Full and Open competitive basis using a Qualified Products List (QPL), in accordance with FAR subpart 9.2. Only Offerors who have been qualified per MIL-DTL-6645 for these items at the time of contract award are eligible for a contract. The North American Industry Classification System (NAICS) code is 314999 and the size standard is 500 employees. The Government anticipates awarding a contract(s) by 03 April 2017. A.4 This solicitation (W911QY-17-R-0027) is intended to On-Ramp vendors as described in Section A.4 of the previous RA-1solicitation (W911QY-16-R-0020). The previous solicitation (W911QY-16-R-0020) states that an On-Ramping solicitation could be released anytime up to 12 months after resulting awards were made. The award resulting from the original solicitation (W911QY-16-R-0020) was issued on 21 June 2016, thus this 12 month period ends 20 June 2017. The Government retains the right to issue additional solicitations up until 20 June 2017 if the Contracting Officer deems it necessary, at the contracting officer's sole descretion. A.5 Contractors are required to sign a Non-Disclosure Agreement (NDA) before receiving a copy of the technical data package and associated drawings and patterns. See Section C for additional information. Interested Offerors shall request the required NDA form via email from Mr. Jason Papadopoulos at jason.g.papadopoulos.civ@mail.mil. Please ensure the subject heading of the e-mail states, "W911QY-17-R-0027 NDA Request" for proper processing. Note, Offerors must be in possession of a valid (non-expired) NDA to receive the TDP. A.6 In accordance with Section M, award will be made on a Lowest Price Technically Acceptable (LPTA) basis. Please see Section M for definition of technical acceptability. A.7 This solicitation and any resultant contract(s) are subject to the availability of funds. Proposals shall be valid for at least ninety (90) days. Please annotate the last day the proposal will be valid on Page 1 of the solicitation, SF 33 Block 12. Firms will not be reimbursed for any costs associated with their proposal preparation. A.8 Proposals shall be received by NCD no later than 12:00 PM EST on 27 March 2017. Only email submissions are authorized. A.9 The following are the current requirements, at the time of this RFP release, for the RA-1 program. Note that this information is subject to change based upon factors, such as but not limited to, final annual appropriation decisions, future budgetary constraints, changes to force structure, additional services requesting assets through PdM-SCIE, etc. The estimate below in no way represents a guaranteed quantity that the Government will procure through the RA-1 IDIQ contract vehicle and should not be interpreted as such. It is merely the Government's best estimate for future requirements that may be impacted by the circumstances noted above. The table below also does not include the anticipated spare parts requirement to support the fielding of the RA-1 to the units as they receive the system capability. Spare parts are anticipated to be approximately 12% of the total value of the RA-1 systems procured under this program.
