Description

The Research & Development Service at the Audie L. Murphy VA Medical Center, 7400 Merton Minter Blvd., San Antonio, TX 78229, has a requirement for the purchase of Bussey-Saksida Mouse Touch Screen Chamber Packages (4 chambers), Model 80614 (all), for use in an ongoing research project titled, Role of Brain-derived Neurotrophic Factor in Regulating Neuroinflammation and Mental Health. The SAO-E R&D Contracting Office intends to negotiate this procurement on a sole-source basis with Lafayette Instrument, a woman-owned, small business located at 3700 Sagamore Parkway North, Lafayette, IN 47904, because the Government believes that only this product (see salient characteristics below) provides the features, characteristics and capabilities required by the research project, and only Layfayette can provide it. This is not a solicitation announcement or request for competitive proposals, but is a sources-sought synopsis only- the purpose of which is to gain knowledge of potential qualified sources and their size and socioeconomic status (i.e., large business, SDVOSB, etc.). In addition, the Government seeks additional information on possible or equal products. The NAICS code is 334516, size standard 1,000 employees. Any responsible source who believes it is capable of meeting the requirement may submit a brief capability statement to the contracting office no later than Friday, February 17, 2017, 12:00 Noon, EST. Interest/capability statements may be sent to Contracting Officer Jeff Greis at Jeffrey.greis@va.gov and should include company name, address, point of contact, business size, and product information. No telephone responses will be accepted. This notice is to assist the Government in determining sources only. A solicitation is not currently available. Based on responses to this synopsis, the Government may issue an RFQ as a Brand Name or Equal requirement in accordance with VAAR Clause 852.211-73 on eBuy or Fed Biz Ops. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.. BACKGROUND: Bussey-Saksida Touch Screen Chambers are needed for the efficient and high-throughput cognitive evaluation of rats or mice. Salient Characteristics include: Trapezoidal wall design to shape the focus of the mouse s attention, but can also be configured to traditional square chamber shape with panels, levers and lights; The same chamber can be used to run a variety of tasks that otherwise require multiple different equipment setups; Prewritten standardized and validated paradigms are available with standardizes methodology across users and time within and between labs; Tasks translate directly to validated human an d primate touchscreen models; Ability to customize programs as needed for unique needs of individual laboratory; More rapid acquisition of tasks increases throughput; A single controller can operate a four chambers simultaneously again increasing throughput and efficiency; Easy-Install system to reduce the space footprint required for a four chamber system, provide portability of the entire system as a single unit and reduce the number of cords, cables, connectors and outlets required; Reward tray can be placed in either the front or back of the chamber to dispense pellet or liquid reward; ABET II Touch Software, using Whisker operating system; More than a dozen prewritten tasks available, including Two-choice pairwise/visual discrimination reversal, image continuous performance task, and progressive ratio task which are all needed for our approved research grant; The vendor must be able to provide additional complementary products (brand name or equal) for the following: Brand Name or Equal Item Quantity CI Bussey Controller Kit for 4 stations 1 Abet II Touch Software 1 Whisker MM Single Station License 4 Easy Install Kit 1 4 Chamber Easy Install Kit for 4 Bussey Mouse Chambers 1 4 Chamber Easy Install Crate and Pack 1 Mouse Pairwise/Visual Discrimination Mask, 2X1 Mask 4 Mouse Paired Associate Learning (PAL) & Visuomotor Conditioning Learning, 3X1 Mask 4 Mouse Five Choice Serial Reaction Task (5CSRT), 5X1 Mask 4 Two Choice Pairwise Disc w/Reversal (PD) 1 Bussey Progressive Ration (PR) Task Mouse 1 Bussey Continuous Performance Task (CPT) Mouse 1 Remote Setup/Installation, Remote Troubleshooting and Training Via Phone and Team Viewer 1
