- THIS IS A REQUEST FOR INFORMATION. The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Pacific Marine Environmental Laboratory (PMEL). is seeking sources capable of providing the following supply item in accordance with the specifications below: Nylon rope nominal 11/16 inch diameter, 8 strand plaited, high-energy absorption rope of a torque-balanced construction. The rope shall be steam heat stabilized after fabrication to stabilize the rope structure. The rope shall be designed and manufactured to meet the Cordage Institute International Standard CI 1500-02, Test Methods for Fiber Rope. Rope will be stretched, measured, and marked as specified below in Pre-stretched and Measured Nylon Specification. The purpose for the nylon rope is to use on oceanographic moorings. Rope shall be manufactured to meet the following specifications: 1. Polyamide fiber (caprolactam), marine grade yarn 2. 11/16" nominal diameter 3. Linear density 1.22lbs. /10 feet, +/-5%. 4. Rope pitch 2.625 inches, +/-5% 5. Minimum uncycled tensile Strength: 13,500#. 6. Minimum energy absorption capacity between loads of 200D squared and 30% of minimum tensile strength: 31,280 ft.lbs./100 ft. 7. Elastic elongation range between loads of 200D squared and 30% of minimum tensile strength: 18% to 22% (loading rate per C.I. STD. Test Methods CI 1500-02 9.4.2). 8. Residual shrinkage equal to or less than 3%. 9. Length-550 meters per reel (nominal). 10. Braider strand splices are not allowed. 11. A minimum of one rope strand must contain two ends, of unlike color, of multifilament Polypropylene yarn. 12. Rope shall be furnished on nonreturnable wooden reels, 30"x23"x12" or heavy duty Polyfiber composite reels to be determined by PMEL.* 13. Reel drive pinhole diameter shall be 1 inch and located 5 inches from center, both sides. 14. The reel head shall be 5/4" boards, two ply with wood laid perpendicular to each other and securely nailed. The nail heads shall be countersunk below the surface of the wood. 15. The headboards shall have a center hole of 3 inch diameter. 16. The barrel shall consist of 3/4" thick wood staves mortised into the reel head. 17. The reel shall be assembled with a minimum of four 3/8" or 1/2" diameter steel bolts having cup washers on each end, recessed and flush with headboard surface. 18. Reels must be heat treated and so marked to meet international shipping standards. * Size guidelines apply to Polyfiber reels. Pre-stretched and Measured Nylon Specification: This section covers the basic recommended procedure for pre-stretching and measuring nylon rope by the vendor when the "Pre-stretched Nylon" option is requested. The purpose of the activity is to eliminate or greatly reduce the initial plastic deformation that nylon rope experiences when initially placed under load, as well as to obtain a repeatable nylon rope length that is equivalent to PMEL's "Design Length"*. The extended length created from this procedure is not to be used as a substitute length for a nominal length on a reel (i.e. a nominal reel of 11/16" rope is listed as 1804 ft., following stretching the length may actually be 2085 ft., but it is still procured as a 1804 ft. nominal reel). The procedure listed below covers the basic principles. The vendor is responsible for addressing any safety concerns at their facility. Deviation from the approved procedure may be proposed by the vendor and is subject to government approval. * PMEL's "Design Length" is the length of the Nylon line measured at 120 lb., within 1 minute of when the line has been pre-stretched to 3500 lb. for 5 min. PMEL has been using this "Design Length" for the past 30 years to successfully build and deploy over 2,000 taught line (0.985 scope) moorings. Procedure: The following stretching and measuring procedure is a functional description. 1.0 Pre stretching: Vendor will pre-stretch the Nylon rope, after steam stabilization, by applying a constant load of 3500 lb. for a minimum of 5 minutes to each length of rope as required. 2.0 Measuring: Vendor will measure the Nylon rope after the pre-stretching process, under a constant tension of 120 lb., within 1 minute of when the rope has been relaxed from the 3500 lb. pre-stretch load. The rope will be marked every 50 meters with a method that will not fade or bleed when the line is stored outside on reels exposed to rain and sea spray, for a period of up to 1 year. The Vendor's measurement and marking method will be accurate to within 1% of actual line length (the 1% tolerance band includes line tension variability during measurement, the accuracy of the measuring technique, and the marking equipment accuracy). 3.0 Deliverables: The following additional information will be provided when performing the pre­ stretching and measuring task. a) Detailed Plan: Prior to the award of the base year contract the vendor will provide a detailed plan including a procedure and a sketch of the configuration for accomplishing this task. Once approved, the vendor will receive permission to implement their procedure on that line order. Any proposed deviations from the approved procedure must be documented, and pre-approved by PMEL engineers. b) The "pre-stretched" line will be furnished with the spec length, the measured pre­stretched length, the date of pre-stretching, and a serial number traceable to the detailed stretching and measurement procedure, clearly marked on the reel. ESTIMATED QUANTITIES: Minimum 100 reels, maximum of 600 reels over the life of the contract. The maximum number of reels placed per year shall not exceed 120. DELIVERY: All reels are to be delivered to the NOAA/Pacific Marine Environmental Laboratory, 7600 Sand Point Way NE, Seattle, WA 98115-6349. Delivery shall be made FOB Destination, Seattle, Washington, at the expense of the offeror, within 90 calendar days after receipt of a signed delivery order. Order(s) will be placed based on a specified number of reels. The NAICS code for this requirement is 314994 - Rope, cordage, twine, tire cord, and tire fabric mills and the small-business size standard is 1,000 employees. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the submission of contractor's information. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations.
