- The USDA ARS - WBSC intends to award a sole source Firm Fixed Purchase Order (PO) to OMAR OROZCO'S CONTRACTING, 816 GIBSON ROAD, WOODLAND, CA 95695-4935. This order will attain reliable & experienced Farm Crew Laborers who are familiar and have previously worked with USDA ARS, National Clonal Germplasm Repository (NCGR) in pruning their unique collection of more than 6100 vines, representing 3600 different wine grape cultivars, table grape cultivars, wild species selection, and hybrid cultivars at the USDA Wolfskill Experimental Orchards, 3201 Straloch Road, Davis, CA 95616. Since these are critical & required services to be performed yearly for one (1) month, these services must be performed each spring (March) to prevent the spread of Eutypa type diseases that can kill the vineyards. However, depending upon growth of the vineyards & the size of the crew, the pruning may be completed within 15 days. Therefore, the reliable crew laborers must be knowledge, experienced & familiar with the 6100+ acres of NCGR vineyards to maintain continuity of services and to avoid disruption in the ongoing research at NCGR vineyards. This Service Contract (Firm Fixed PO) will be for one (1) Base Month (March: 03/01/2017- 03/31/2017), plus four (4) option periods (March 2018, 2019, 2020 & 2021); and include the following CLIN: CLIN 0001: The Contractor will provide pruning services at the USDA Repository Grape Vineyards at the Wolfskill Experimental Orchards during the month of March. USDA ARS, NCGR Repository Grape vineyards at the Wolfskill Experimental Orchards is a unique collection of more than 6100 vines representing 3600 different wine grape cultivars, table grape cultivars, wild species selections, and hybrid cultivars. The vineyards are not uniform in that there are just two copies of each cultivar. Some cultivars are weak and only grow a little each year, others are massive and grow 60 feet or more each year. Pruning of these vines is to produce cane wood for distribution to scientists worldwide and not for fruit production. Therefore these vines are pruned in a non-standard way compared to wine and table grapes grown commercially. In the past, the proposed Contractor & their experienced crew laborers has provided the expertise in pruning these special grapes. They are familiar with our unique vineyards and pruning requirements, which again are somewhat different than the industry standards. All of our vines are pruned to a modified cane pruning with one cane being pruned in each direction along the trellis wires. It is critical that the pruning crew works quickly at the appropriate time each spring during March each year. The vines need to be pruned as late as possible, but before they start their spring growth. Pruning as late as possible allows the Repository staff time to harvest cuttings for our customers, which is one of our main functions as a repository. It also greatly reduces the spread of Eutypa type diseases in the vineyards, which is a threat that could otherwise slowly kill the entire vineyard. According to the University of California Pest Management Guidelines for Eutypa Dieback on Grape, "Under California conditions, delaying pruning to as late as possible in the dormant season (February or later) has been shown to be very effective in reducing the risk of infection. Delayed pruning takes advantage of reduced susceptibility of pruning wounds to infection and avoids the period of highest spore release during typically frequent rain events in December and January." Pruning quickly before the new spring growth means that the vines do not waste their stored energy on new growth that is just going to be cut off. It also allows the timing of the growth and flowering of the vines to follow its natural sequence. If the plants are pruned late, the crop load will be greatly reduced or even completely absent. Pursuant to the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The award date will be on or about February 23, 2017; and this Notice of Intent is not considered as a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination, by the Government, to compete this proposed PO based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 10:30AM PST, February 23, 2017. Information received will be considered solely for determining whether to conduct a competitive procurement.
