- The U.S. Fish and Wildlife Service has a requirement to manufacture and deliver fifteen (15) Low Head Oxygenation (LHO) Systems for the Dworshak National Fish Hatchery, 276 Dworshak Complex Circle Drive, Orofino, Idaho, 83544. Project is set-aside for small business firms. Applicable NAICS code is 326199. To be considered a small business firm, average number of employees should not exceed 750. The Statement of Work is as follows: 1.GENERAL: Greening Policies and Programs: In accordance with Executive Order 13101 "Greening the Government Through Waste Prevention, Recycling and Federal Acquisition," and with the details pertaining with this statement of work recipients of grants/cooperative agreements and/or sub-awards are to actively and systematically protect the natural processes that sustain life by whenever possible, incorporating environmentally preferable products in their activities. These measures include, but are not limited to, re-refined oil for all vehicles and heavy equipment, diverting solid waste from disposal in landfills through recycling and use of materials that reduce greenhouse gas emissions. Dworshak National Fish Hatchery (DNFH) has identified Low Head Oxygenation (LHO) as an equipment technology which will benefit spring Chinook Salmon parr and smolt quality in the Lower Snake River Compensation Plan Raceways. The LHO system will maintain higher oxygen levels through all life stages and during periods of gas supersaturation (in the pumped river water supply from the North Fork Clearwater River) the LHO system will drive off the Nitrogen gas component and replace this with usable oxygen. The timeline on this project is driven in part by the upcoming maintenance in the Dworshak Dam where Unit #3 will be taken off-line for 8-12 months for maintenance starting in September, 2016. During this period the potential incidence of elevated gas levels above the water quality cap of 110% Total Dissolved Gas (TDG) is approximately doubled over normal operating conditions especially during the summer months when Dworshak Dam discharges cold water per Biological Opinion requirements to mitigate downstream warm water temperatures in the Snake River at the Lower Granite Dam Tailrace for juvenile Fall Chinook Salmon migration. 2. DEFINITIONS: NA 3. SCOPE: (SPECIFICS AND DETAILS) - The vendor will be responsible for developing/constructing and delivering 15 LHOs for the "A Bank" Raceways at the Dworshak Fish Hatchery. Each LHO design/construction must be designed and constructed to fit within the raceway headbox area and receive gravity fed water through an 8 inch pipe at a height of 4-5 inches above the top of the raceway headbox wall. Approximate dimensions of a raceway headbox are as follows: oHeight of the Headbox from the floor to the top of the wall ~ 43 inches oWidth of the Headbox = 8.0 feet oLength of the Headbox = 3 ft., 10 inches (the confining structure is the channel which provides a slot for dam boards or raceway screens). oHeight from the top of the raceway wall to the bottom of the 8 inch pipe ~4 inches (Increasing this height is NOT an option as it will reduce head pressure and flow to the raceways) oWater Height in the raceway when in operation is ~ 32 inches. The Vendors responsibilities and LHO characteristics: - The vendor must include in the LHO design an inlet stilling basin pipe support to accommodate the 8 inch water supply line for each LHO. - The vendor must include enough detail in the design enabling the technical coordinators to review the dimensions to ensure the unit(s) will fit within the footprint of the raceway headbox(s). - The vendor must demonstrate a minimum of 10 years of experience in design and construction of LHO Systems and show past performance specific to LHO Systems. - The vendor will provide a flowmeter for each LHO, plus 1 spare flowmeter (16 total) and 8 weatherproof cabinets with a hinged door. The cabinet must be able to be mounted to a metal support structure (i.e. 4 inch tubing). The vendor must provide a submittal for the cabinets and flow meters for approval. - The flowmeters will be arranged in cabinets which will be located on the south wall of the ¿A Bank ¿ Raceways (adjacent to headboxes). Each cabinet will house a pair (2) flowmeters with 1 cabinet housing a single flowmeter. A total of 8 cabinets in all. - Cabinet specifications: weatherproof, hinged door - LHOs will be constructed using a 5052 Marine Grade Aluminum - LHOs will be designed to function over a range of incremental flows from 250 gallons per minute (GPM) to 750 GPM. - Vendor must provide operational guidelines for the LHO units for flows and oxygen flowmeters to achieve desired oxygen and nitrogen concentrations. - The vendor must provide detailed calculations of projected LHO performance based on the following data to achieve N2 Gas saturation levels < 100% saturation. PLACE/DELIVERY AND PERIOD OF PERFORMANCE: Dworshak Fish Hatchery, 276 Dworshak Complex Drive, Orofino, Idaho, 83544 March 8, 2017 to April 15, 2017. 5. INSPECTION AND ACCEPTANCE: Acceptance of the work is contingent on compliance with the requirements set forth in the statement of work awarded with, referenced by, and/or developed within the scope of the contract for this project. 6. GOVERNMENT FURNISHED EQUIPMENT OR MATERIALS/INFORMATION: Upon delivery of LHO systems, Dworshak Hatchery staff will be responsible for installation of the LHOs into each headbox. The Hatchery staff will also mount the flowmeter cabinets at the head end of the ¿A Bank ¿ raceways. 7. AVAILABILITY : NA 8. Date for submission of Questions: Contractors should submit any questions on this project directly to Karl Lautzenheiser at Karl_Lautzenheiser@fws.gov later than close of business on Wednesday, February 22, 2017. Questions will be consolidated and answers provided by issuance of an amendment directly thereafter. Basis for award will be "Lowest-Priced, Technically-Acceptable." Lowest priced proposal will be based upon the combined total cost for all bid items. If available funding at time of receipt of proposals is not sufficient to award all line items in the bid schedule, the Service will make a determination on what line items are considered most desirable based upon available monies. Lowest price for all proposals will then be evaluated based upon the total for those line items deemed most desirable to the Service. If the lowest priced proposal is technically acceptable, award will be made and no other proposals evaluated. If the lowest priced proposal is not technically acceptable, the Service will evaluate the next lowest priced proposal and so on until a proposal is identified to be technically acceptable. In determining whether a proposal as technically acceptable, the Service will be asking for a technical proposal (not-to-exceed five pages) that demonstrates a minimum of 10 years of experience in design and construction of Low head Oxygenation (LHO) Systems and shows past performance specific to LHO Systems. Information available from the Past Performance Information Retrieval System (PPIRS) may also be used to supplement the evaluation of past performance. Responsibility for insuring points of contact and telephone numbers on references are current are solely the responsibility of the contractor.
