- Description
- The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Jungle Friends Primate Sanctuary (Gainesville, Florida) to "Provide Lifetime Care and Treatment of Three (3) Saimiri Monkeys". SCOPE OF WORK This procurement seeks to support the Centers for Disease Control and Prevention's Malaria Branch by providing lifetime care and treatment of three (3) squirrel, Saimiri, monkeys. The facility must be in compliance with the Animal Welfare Act and Regulations (Title 9 Code of Federal Regulations part 1), The Guide for the Care and Use of Laboratory Animals, and all local, state and other federal policies and guidances applicable that provide national standards for the acquisition, transportation, housing control, maintenance, handling, treatment, care, use and disposal of animals. The services will include provisions for handling, housing, feeding, watering, sanitation, ventilation, shelter from extremes of weather and temperatures and adequate veterinary care. All services will comply with the United States Department of Agricultures' Animal Welfare Act and Animal Welfare Regulations, Subpart D - Specifications for the Humane Handling, Care, Treatment, and Transport of Non-human Primates. QUALIFICATIONS OF RECIPIENT Minimum Vendor Qualifications The vendor should have extensive experience in the care and treatment, housing and social interactions of Saimiri monkeys. Documentation of at least five years of experience must be provided for government review. Particular focus on providing quality living standards in forested semi-tropical environs must be accomplished. The vendor should have dedicated veterinary staff to assure appropriate medical monitoring and care, as well as a trained husbandry staff. The contracting facility must be licensed by the United States Department of Agriculture. Five years of successful USDA continued license renewal, with annual inspection reports must be made available for review. Accreditation by the Association for Assessment and Accreditation of Laboratory Animal Care, International (AAALAC) or the American Zoological Association is highly preferable. The contracting facility must be in compliance with the Animal Welfare Act and Regulations (Title 9 Code of Federal Regulations part 1), The Guide for the Care and Use of Laboratory Animals, and all local, state, or other federal policies and guidance as applicable that provide national standards for the acquisition, transportation, housing, control, maintenance, handling, treatment, care, use and disposal of animals. The Contractor shall maintain its primates in complex social and physical environments in order to maintain behaviorally and medically healthy animals. The housing arrangements must be appropriate for the species and meet all Animal Welfare Act and Public Health Service Policy requirements. The contractor shall provide detailed information on the veterinary care and a description of the veterinary support program upon request of the government. Transfer of these animals must address appropriate uses of non-human primates per 42 CFR 71 concerning scientific research with Non-human Primates. IT IS REQUIRED THAT THE ANIMALS BE PICKED UP FROM CDC FACILITY (ATLANTA, GA) ON OR BEFORE 7 MARCH 2017. Upon receipt, the contractor assumes ownership of the animals and responsibility for their welfare and further disposition. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 41 U.S.C. 3304(a)(1). Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
