Disclaimer and Important Notes: This posting is a Request for Information (RFI) from interested vendors and is issued solely for informational and planning purposes. This posting is not a Request for Proposals or a Request for Quotations, and it is not considered to be a commitment by the Government to award a contract nor is the Government responsible for any costs incurred in furnishing information provided under this RFI. No basis for claim against the Government shall arise as a result from a response to this RFI or Government use of any information provided. Further, the Government is not at this time seeking proposals and will not accept unsolicited proposals. No proprietary, classified, confidential, or sensitive information should be included in your response to this RFI. The Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation. Responses will assist the Government in determining the availability of potential solutions and commercial products in the market. At this time no solicitation exists; therefore, Do Not Request a Copy of the Solicitation. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. This is a Sources Sought ONLY. The National Training Center at Fort Irwin, CA is to repair the failed Uninterrupted Power Supply (UPS) at building 990. The building is dependent on the UPS system to feed power to all other services. As such, it is mission critical to have a functioning UPS system to be able to support training, and the mission, at Fort Irwin. This sources sought is to determine if there are enough small businesses interested in performing the tasks involved with the repair of the UPS. This includes any and all lead times for material procurements, construction of batteries, delivery time, battery prep time, installation time, and any inspections required for assessment Be advised, the U.S. Government will not be able to set aside this requirement if 2 or more small businesses do not respond with information to support the set-aside. We encourage all small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disable Veteran-Owned, and Women-Owned Small Business Concerns), to identify their capabilities in meeting the requirement at a fair market price. This notice is issued solely for information and planning puposes - it does not constitute a Request for Quote (RFQ), Invitation for Bid (IFB), Request for Proposal (RFP) or a promise to issue an RFQ, IFB, or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids, or proposals at this times and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ, IFB, or RFP if any is issued at a later date and time. If a solicitation is released, it will be synopsized on the Government-wide Point of Entry. It is the responsibility of the potential offerors to monitor the Government-wide Point of Entry for additional information pertaining to this requirement. The anticipated NAICS code(s) is/are: 811219, Other Electronic and Precision Equipment Repair and Maintenance. The size standard for this NAICS is $20M. Attached is the draft of the proposed Statement of Work (SOW). In response to this sources sought, please provide: 1. Name of firm, point of contact, phone number, email address, DUNS number, CAGE code, a statement regarding small business status (including small business type(s) or certification(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code. 2. Identify whether your firm would be interested in competing for this requirement as a prime contractor or not. Identify any subcontracting, joint ventures, or teaming arrangements that will be pursued. 3. Information to help determine if the requirement for UPS repair is commercially available, including pricing information, basis for the pricing information (e.g., market pricing, catalog pricing), lead times, delivery schedules, customary terms and conditions, warranties, etc. 5. Identify how the Army can best structure this contract requirements to facilitate competition by and among small business concerns. 6. Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition. Include the subject of the acquisition, this announcement, and the MICC POC information from the FedBizOpps notice. Provide the specific aspects that unreasonably restrict competition and the rationale for such conclusion. 7.
