- Description
- The U.S. Fish and Wildlife Service (USFWS) - Contracting and General Services (CGS) Region 1, located at 911 NE 11th Avenue; Portland, OR 97232, is issuing a Presolicitation Notice for Bulk Oxygen and Piping Installation and Tank Rental at Dworshak National Fish Hatchery - Orofino, ID. Dworshak NFH has identified LHO as an equipment technology which will benefit Chinook Salmon, parr and smolt quality in the LSRCP Raceways. In order to operate LHO equipment, bulk liquid oxygen will need to be supplied. The best methodology for this supply has been determined to be a bulk tank. Due to the inclusion of FAR Clause 52.225-3, one or more of the items under this acquisition is subject to Free Trade Agreements. THE WORK CONSISTS OF: (Refer to the Performance Work Statement for Additional Information) Design: Contractor shall provide a design for a proposed concrete pad, spill pad and fencing. Design shall be furnished to the Government for review and approval. The construction of the pads and fencing are not included in this contract. Installation: Contractor shall be responsible for furnishing all components, personnel and equipment (e.g. crane), as well as installation of a 3,000-gallon horizontal bulk liquid oxygen tank, including associated component. Tank Rentals: Upon completion and acceptance of installation, contractor shall provide liquid oxygen deliveries. The Government will coordinate delivery of liquid oxygen with the contractor. Maintenance: Contractor shall be responsible for all manufacturers preventative maintenance (i.e. servicing and repairs) and yearly inspections on the rental bulk system. Associated costs shall be incorporated in the price for the tank rentals. EVALUATION: (Refer to FAR Provision 52.212-2 for Additional Information) The Government will award a contract resulting from this solicitation to the responsive offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: - Offerors shall provide documentation which demonstrates a minimum of ten (10) years experience with design and construction of liquid oxygen supply systems. - Offerors shall provide a copy of the proposed, Certified Cryogenic Technicians certification. DATES, SET-ASIDE INFORMATION AND GOVERNMENT POC: The solicitation, specifications and other attachments will be available for download on FedConnect (http://www.fedconnect.net) on or about February 13, 2017, with an anticipated proposal due date of February 24, 2017. In order to view these documents, prospective offerors shall go to FedConnect and click on Search Public Opportunities Only. From there, change the Search Criteria dropdown menu to Reference Number, type the solicitation number into the adjacent text box and click on Search. The anticipated award date will be on or about March 03, 2017. The overall period of performance of the resulting contract will be approximately from March 13, 2017 to February 28, 2018, with four (4) one-year option periods. This is an unrestricted procurement. The applicable NAICS Code is 238220 (Plumbing, Heating and Air-Conditioning Contractors) with a small business size standard of $15.0 Million.
