- HQ USSOCOM, SOF AT&L, PEO-FIXED WING (FW) COLLABORATION EVENT FOCUSED ON ALTERNATIVE GPS SOLUTIONS 1. WHEN WILL THIS EVENT TAKE PLACE? This Government / Industry Collaboration Event will take place from 26-27 April 2017, 0800-1600, at the Unclassified Test Bed (UTB) in St. Petersburg, Florida. 2. WHO ARE THE KEY PARTICIPANTS OF THIS FOCUS GROUP? Special Operations Forces Acquisition, Technology, & Logistics (SOF AT&L), Program Executive Office-Fixed Wing (PEO-FW) seeks technical Subject Matter Experts (SMEs) on utilization of Global Position System (GPS) applications. Area of expertise sought can be further broken down into applicability of Positioning, Navigation & Timing (PNT). The SMEs are sought to identify suitable alternatives to the PNT function of GPS in environments where GPS performance is unavailable, denied, or degraded. Expected participates includes technical experts from Government Labs, Program Offices, Industry Representatives, Academia, and Special Operation Forces (SOF) users. 3. WHAT IS THE OBJECTIVE? USSOCOM needs a reliable capability with integrated redundancy to maintain the PNT capabilities of GPS on aviation platforms. The team's primary focus is to identify suitable alternatives to GPS systems. The secondary focus is to investigate innovative design enhancements to existing GPS systems. These discussions will apply to all PEO-FW SOF large (e.g. wide body aircraft) and small (Group I-III) Unmanned Aviation System (UAS) platforms. The challenge is to explore the art of the possible for the following scenarios: • How to mitigate the loss of PNT capabilities of GPS for near-term hardening o Continue operations in a GPS degraded environment on a six to eight hour mission • How to mitigate the loss of GPS capabilities for long-term hardening o Find suitable PNT alternatives in the event GPS becomes ineffective over the next three to five years 4. WHAT IS THE EXPECTED OUTCOME? The purpose of this collaborative event is to inform PEO-FW of the current state and near future technology on this topic. Participants will take away a snapshot of capabilities and recognize opportunities for future investments within the current aviation portfolio baseline. Additionally, the final outcome could potentially support future commodity procurement (i.e. not a development program), inform future requirements for development programs, support a rapid integration/demonstration event, establish a Cooperative Research and Development Agreement (CRADA), support Small Business Innovative Research (SBIRs), establish a Rapid Innovation Fund (RIF) project request, and/or SOCOM participation in a vendor demonstration of a capability. 5. HOW WILL THIS COLLABORATION EVENT BE CONDUCTED? • The event will kick-off with a joint session where the Government will brief: o PEO-FW overview and current capability gaps o Baseline brief on current GPS (PNT) capabilities and Selective Availability Anti-spoofing Module (SASSM) o AFSOC Warfighter cross-talk on system capabilities and degrades • The team will divide into facilitated working groups to discuss the following key areas: o Alternative PNT that complements legacy GPS  Technologies that provide PNT services in combination with legacy GPS o PNT independent of GPS  Technologies that provide PNT services via separate mechanisms as a stand-alone capability o Alternative Timing Applications  Technologies that provide more precise time and frequency systems Please submit a one-page resume and/or curriculum vitae (CV) for each SME representative from your company that wishes to participate in this collaboration event. These highly qualified SMEs should be prepared to present and discuss relevant technologies and the paths forward to identify alternative systems as described in paragraph 3. A SECRET security clearance is required for all participants. Desired attendees include, but are not limited to systems engineers, computer scientists, hardware developers, software engineers, data analysts, human factors engineers, and related disciplines. This will be an open forum collaboration for all participants to discuss current and future possibilities. Business proposals will not be presented during this event. NOTE: Not all applicants may be selected to attend due to limited capacity and targeted skill sets.
