- The National Cemetery Administration is soliciting offers under solicitation number VA786-17-R-0250. This acquisition is 100% set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The North American Industry Classification code (NAICS) is 532120 Truck, Utility Trailer, and RV (Recreational Vehicle) Rental and Leasing Services. The Small Business Size Standard is $38.5 Million. This solicitation coordinates with the Sources Sought Notice VA786-17-N-0040 whereas the contractor shall provide all necessary labor, material, equipment and supervision for Golf Cart Rental Services for the Florida National Cemetery located at: 6502 SW 102nd Avenue Bushnell, FL 33513 Prospective offerors must be registered with the System for Award Management (SAM) website and complete representations and certifications at https://www.sam.gov. Offers received from concerns that are not Service-disabled Veteran-owned Small Business (SDVOSB) concerns shall not be considered. SDVOSBs must be verified for ownership and control and listed in the Vendor Information Pages at https://www.vip.vetbiz.gov prior to the due date for proposals. (See VAAR Clause 852.219-10 VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside.) The following factors will be used to evaluate offers: [1] Past Performance; [2] Technical Qualifications; and [3] Price. Electronic solicitations will be available for download from http://www.fbo.gov on or about February 16, 2017. No paper copies will be issued. Offerors are responsible for obtaining any and all amendments or additional information at http://www.fbo.gov. Proposals will be due at 2:00 P.M. ET on or about March 1, 2017. All proposals must be submitted through the Department of Veterans Affairs Electronic Management System (eCMS) Vendor Portal website to be considered.
