Page 2 of 2 This RFI is issued for information and planning purposes only and does not constitute a solicitation nor does it restrict the government as to the ultimate acquisition approach. In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the government to form a binding contract. Any contract that might be awarded based on information received or derived from this market research will be the outcome of the competitive process. The purpose of this RFI is to obtain market information on capable sources of supply, industry practices, and input specific to the information and questions provided below. The Government is not responsible for any cost incurred by industry in furnishing this information. I. The purpose of this Request for Information (RFI) is to search for qualified vendors capable of meeting the Department of Veteran Affairs (VA) requirements for Clearinghouse Services to include the acceptance and transmittal of electronic medical claims received from healthcare providers to the FSC in an 837 file format, receipt of TIFF images from the FSC and conversion of those images into 837 compliant transactions and transmittal of the transactions to the FSC, and written monthly activity reports regarding medical claims processing. The contractor shall support, at a minimum, the following transactions and relevant code sets as applicable: HCFA OCR Claims HCFA UB Claims Pharmacy Claims 837 Health Care Claims (Institutional and Professional, Dental) 835 Health Care Claim Payment/Advice 270/271, 276/277, 278 Claims VA Security Requirements for this effort: Information systems designed or developed for or on behalf of VA at non VA facilities shall comply with all Federal Information Security Management Act  (FISMA), NIST, and related VA security control requirements for Federal information systems.   This includes system security categorization level designations in accordance with the most current FIPS, and implementation of all baseline security controls commensurate with the current FIPS system security categorization  (reference the current Appendix D of VA Handbook 6500, VA Information Security Program). Contractors are fully responsible and accountable for ensuring compliance with all current FISMA, NIST, FIPS, and VA security policies and procedures.   The contractor security control procedures must be identical, not equivalent, to those procedures used to secure VA systems.   A privacy impact assessment  (PIA) must also be included and approved by VA Privacy Service prior to operational approval.   All external Internet connections involving VA information must be reviewed and approved by VA prior to implementation. Outsourcing  (contractor facility/contractor equipment/contractor staff) of systems or network operations, telecommunications services, or other managed services requires certification and accreditation of the contractor s systems prior to operation of the systems.   The contractor must adhere to all current FISMA, FIPS and NIST legislation and standards related to conduct of an annual security controls assessment and review and updates to the Privacy Impact Assessment  (PIA). Federal Information Security Management Act (FISMA) of 2002 Compliance: FISMA compliance is access through annual accreditation and certification as required by Department of Defense Information Assurance Certification and Accreditation Process (DIACAP) governed by Department of Defense Instruction 8510.01, dated November 28, 2007.   Note:   This requirement must be met on any procurement, IT, PS, etc., where the contractor will have access to government electronic information.   II. If you will have to partner please provide the following information: Identify who the proposed partner(s) would be (include Name, Cage Code, and DUNS number). Do you have the ability to meet the requirements of Appendix D of VA Handbook 6500, VA Information Security Program? Do you have FISMA annual accreditation and certification with the VA? Do you currently have a business associate agreement with the VA? Do you have an existing Information Security Agreement (ISA) or Memorandum of Understanding (MOU) with the VA? Provide information if services and products are available under any Federal Contract Vehicle that this requirement would be withiscope of, e.g., GWACs, GSA Federal Supply Schedule, T4, etc. III.
