Laydays commence 26 February 2017 and cancel on 27 February 2017. The intended performance will be one voyage. (17) Place of Contract Performance: Load: Rotterdam, Netherlands; Discharge: Killingholme, UK and Akrotiri, Cyprus (18) Set-aside status: Unrestricted. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. (19) The decision to release this solicitation on an "Unrestricted" basis is based on all work being done outside the United States and its outlying areas. MSC's Small Business Associate has concurred with this assessment.
