Description
This is a Request for Information (RFI) only and does not constitute a commitment, implied or otherwise that the Washington Metropolitan Area Transit Authority (Metro) will take procurement action in this matter. Further, Metro will not take any responsibility for any cost incurred in providing a response to this RFI. The Americans with Disabilities Act (ADA), requires public transit agencies to provide complementary paratransit service. To fulfill this requirement, Metro operates MetroAccess (MACS) service on behalf of the seven counties and cities in Maryland and Virginia surrounding the District of Columbia (DC) along with DC. MACS is the fifth largest paratransit service in North America, operating 675 paratransit vehicles in daily revenue service and providing 2.4 million passenger trips in 2016. MACS vehicles operate over 25 million miles each year in revenue service. MACS vehicles also operate in some of the worst traffic in North America involving not only traffic volume but aggressive driving by those trying to reach their destination timely and inattentive driving by others. The combined result is that MACS vehicles are often rear ended or are the recipient of a side collision by vehicles being driven aggressively or inattentively. To draw attention, and possibly reduce collisions, Metro has taken past steps to improve the external lighting on MACS vehicles, additional side and rear lighting and a roof mounted strobe light, and has introduced reflective stripes and paint to draw attention to MACS vehicles. Metro's over-riding priority is safety of its customers and this RFI is a first step in a comprehensive review of MACS external lighting specifications. Industry input on lighting packages suitable for MACS use that can lower the incidence of adverse side and rear end collisions is desired. Manufacture information on the efficacy of products in reducing rear end and side collisions is desired. Metro will use this information to require an external lighting system that advances Metro safety goals. It is contemplated that the system will be installed during manufacture of MACS vans. There is a preference for systems that can be retrofitted to existing MACS vans as well. MACS vans are replaced every 5 years. 675 will be replaced in the next 5 years and the fleet is expected to expand by 100 during that same time. The total requirement for external lighting therefore is 775 during a 5 year time span. MACS paratransit vehicles are currently built on the Ford Transit extended, high roof platform. Manufacturers are invited to submit specifications, drawings and literature on their external lighting products suitable for installation on paratransit vans and to provide information on those products ability to meet Metro's safety goal of reducing rear and side collisions caused by others. Again, if available, information on the success of the vendor's products in reducing accidents in actual fleet operation is highly desired. As Metro does operate in Virginia, Maryland and the District of Columbia, it is the responsibility of vendors to ensure products demonstrated to Metro meet regulatory requirements imposed by these three states for MACS vehicles. Metro is issuing a Request for Information to obtain recommendations. The information received in response to this Request for Information will be used by Metro to determine the next action steps to move forward. A response will not result in an award. Also, WMATA does not commit to any incurred cost in preparation of a response to this Request for Information.
