- NASA's GSFC/WFF plans to issue a modification to increase the contract ceiling on the Indefinite Delivery Indefinite Quantity (IDIA) task order contract with the Virginia Commercial Space Flight Authority (VCSFA) operating under the name Mid Atlantic Regional Spaceport (MARS) III for launch site services supporting government-sponsored missions conducted from GSFC's WFF. This modification will increase the contract ceiling value by from $53.9M by $16M to $69.9M. This action will expand the scope of NASA's existing contract with VCSFA for supporting expanded UnManned Systems (UMS) Activities as the Statement of Work did not contemplate these activities. The increase in IDIQ ceiling by $16M is to account for the UMS support, as well as an unanticipated but now planned mission set that includes National Security Space Program Spaceport Enhancements Services, Excess ICBM Demonstration/Validation Launch Services Capabilities Enhancements, Excess ICBM Certification Flight Services, L-111 Mission Spaceport Support Services and SmallSat Pre-Launch Processing Services. NASA/GSFC WFF intends to issue the modification on a noncompetitive basis to VCSFA/MARS in accordance with 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." VCSFA/MARS owns and operates a UMS runway on WFF and is thereby uniquely qualified to provide these services to NASA. Moreover, VCSFA maintains highly specialized expertise and capability to offer technical and programmatic discriminators to UMS customers requiring support for NASA and other Government-related missions. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m., Eastern Standard Time, on March 6, 2017. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
