Description
Leadership development is at the center of a trusting and high performing organization. As part of the Farm Service Agency (FSA), Deputy Administrator for Management's (DAM) strategic plan, the further development of our middle management cadre has been recognized as critical need by Employee Viewpoint Surveys and customer reviews. As a result the DAM has begun a series of leadership development opportunities. Our next step will involve a leadership immersion experience to drive the cadre's mastery and application of advance leadership skills to better lead the organization in FY2017. This training serves as a critical element in FSA's long-range Cultural Transformation initiative to increase communication, collaboration and trust, workforce engagement and create greater business efficiencies across the enterprise. It will also reinforce earlier leadership and trust training concepts that the DAM organization has begun to build upon. Reestablishing and strengthening trust in leadership is fundamental to FSA's workforce and customer engagement efforts and will be a critical driver to achieving FSA's 2017 strategic priorities. Without trust, relationships suffer, productivity slows, customers move on, and valuable employees leave the organization. Conversely, when trust is high, quality employees stay longer and refer others, relationships flourish and customer service improves. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number AG-3151-S-17-0010 is issued in accordance with FAR Part 12- Acquisition of Commercial Items and FAR Part 13- Simplified Acquisition Procedures. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation (FAR), FAC 2005-74 effective May 30, 2014. A. Except as otherwise specified, the Contractor shall furnish all the necessary personnel, material, equipment, services and facilities to perform the services specified under the attached Statement of Work (SOW) and delivered within the period of performance specified in the SOW. B. The Government anticipates award of a fixed price contract. C. The contractor shall include; a. DUNS number. i. One of the requirements for a contractor to work with the U.S. Government is possession of a DUNS number. It is free and instant. ii. Apply for a DUNS number at http://fedgov.dnb.com/webform b. Active System for Award Management registration i. The System for Award Management (SAM) is the Official U.S. Government system that consolidated the capabilities of CCR/FedReg, ORCA, and EPLS. There is NO fee to register for this site. ii. www.SAM.gov c. Technical Response d. Past Performance Narratives e. Price i. All costs associated with the requirement. The submission shall be clearly indexed and logically assembled. All pages shall be appropriately numbered an identified by the complete company name and date. Electronic versions of the Contractor's proposal shall be submitted via email and only to Jeremiah.Keenan@wdc.usda.gov and Erin.Olenjack@wdc.usda.gov by 8 a.m. Eastern Time (ET) on March 1, 2017. Proposals that do not adhere to the solicitation and statement of work will not be considered. Should three or more small businesses be able to meet this requirement, fully and correctly, only small businesses will be considered. The Government contemplates the award of a single fixed price contract resulting from this solicitation.
